As a project developer, Norsk e-Fuel is establishing large-scale production sites to deliver synthetic fuels (eSAF) to the aviation industry, with a focus on developing a Nordic project portfolio. Energy and security of supply is becoming an increasingly important topic within Europe.

The European Automobile Manufacturers Association (ACEA) welcomes the opportunity to contribute to the European Commissions initiative on military mobility. The importance of military mobility has grown significantly in the context of Russias invasion of Ukraine, which has placed defense readiness high on the EU agenda. European regions that share a land border with Russia are at the forefront of military mobility needs, as the accessibility of these regions from the West has increased significantly.

Military mobility is essential to the EUs capacity to act, its credibility, and its responsiveness. Military aviation, in particular, enables the rapid transport of troops and equipment over long distances for military operations, humanitarian assistance, and disaster relief alike.

Northern Norway welcomes the European Commissions initiative to strengthen Europes military mobility framework. Together with northern Sweden and Finland, the region forms part of the Northern Sparsely Populated Areas (NSPA), a strategic gateway between the Arctic, the Baltic Sea and mainland Europe.

The North Sea Region (NSR) is a major transport hub in Europe and is crossed by three European Transport Corridors. NSR is also host to the biggest ports in Europe with dedicated military functions. Ports are also serving as hubs for the storage and distribution of renewable energy, and protection of related infrastructure.

The UTPF fully shares the European Commission’s ambition to support Member States in their efforts to swiftly and widely achieve efficient and seamless military mobility across the EU. Therefore, the UTPF wants to convey 4 key messages to European decision-makers: Whether for the transport of troops or military equipment, rail transport is intended to play a key role in military mobility at European level.

The Spanish Road Association welcomes this initiative and proposes considering the importance of road networks into European military mobility programs. Key road routes should be identified to form a core dual mobility network. These routes must connect major population centers and regional infrastructures. As a mobility policy officer at the Province of Limburg, I support the objective of strengthening military mobility within the EU. From a regional perspective, I would like to highlight two key points: 1. Involvement in dual-use infrastructure In the Netherlands, provinces are responsible for managing regional infrastructure and coordinating with civil transport networks.

Liquid fuels both conventional and renewable/low-carbon ensure unrivalled energy density and seamless integration in the existing infrastructure. They are easy to store and quickly deploy in large amounts where needed.

Without a military mobility strategy defined, coordinated, and funded at the European level, European defense cannot be truly functional. It is important to realize that massive investment in military equipment and infrastructure, whether road or rail, does not solve the whole problem. What is already now a scarce element is the means of transport that could be used to move military equipment over long distances.

From my perspective, military mobility is essential for Europes defence readiness and collective security. Yet, I see that it is still hampered by fragmented standards, diverging national procedures, and a lack of digital integration. To address these barriers, I believe the EU should focus on harmonisation, digitalisation, and close alignment with NATO.
