Efficient Buildings Europe

The Directives on public procurement do not provide sufficient tools for public bodies to reach the energy efficiency goals set in recent EU legislation. The lowest-price criterion remains the main consideration in public procurement, which is hampering the strategic use of public procurement and implementation of key EU legislation for public procurers.

Efficient Buildings Europe recommends: Limit the lowest-price criterion in favour of the most economically advantageous tender (MEAT), Best-Price Quality Ratio (BPQR), and life cycle costing to guarantee a strategic public procurement. Include all renovation works within the scope of the directives. Include energy efficiency, water efficiency and climate resilience in the award criteria list.

The current housing crisis is weighing on peoples budgets, access to property, and living conditions. Across Europe, households are increasingly confronted with rising rents, limited availability of affordable homes, and growing energy bills that further exacerbate housing stress.

An efficient, comfortable, and healthy building stock is the first step towards climate resilience. Buildings offer protection from extreme events when adequately designed, constructed, renovated, and maintained. However, most of them are ill-adapted to a changing climate.

By prioritizing efficient buildings, the EU can lessen its vulnerability to price fluctuations and supply disruptions, strengthening its energy security. An updated energy security framework should put energy efficiency, renewable energy and flexibility solutions at its core.

Efficient Buildings Europe (EBE) appreciates the opportunity to participate in the European Commissions first public consultation on a portfolio framework for increasing lending for energy renovations, proposed by the Energy Performance of Buildings Directive (EPBD).
