The district of Zgorzelec county inhabited by more than 90000 inhabitants is economically and socially related to coal mining. This omission gives the inhabitants of that part of the subregion of cervids a threat of economic and social exclusion. The negative impact of the failure of the region will be cross-border.

It is essential and responsible to ensure a fair energy transition in the designated ”carbon intensive areas”. The Association supports JTF with profound planning and careful preparation engaging the areas designated as soon as the final decisions will be made and the criteria will be available.
On 11 December 2019, the Commission adopted a Communication on the European Green Deal, setting out its roadmap towards a new growth policy for Europe. In line with the objective of achieving EU climate neutrality by 2050 in an effective and fair manner, the European Green Deal proposed a Just Transition Mechanism, including a Just Transition Fund, to leave no one behind.

We are among the first to face the direct consequences of climate change due to our dependency upon and the close relationship with the environment and its resources.

The area of the municipality of Bogatynia known as the Turoszowski bag has been degraded by the extractive industry. A significant area is occupied by the excavation and the rehabilitated/shelled heap. The socio-economic changes over fifty years have led to the disappearance of traditional forms of construction.

The Wałbrzyski sub-region, in which Poland’s second sub-region in Silesia, Lower Silesia, is still affected by the unfinished transition that started after the final closure of hard coal mining in 1998. Since the end of the XVIII century, many heavy, metal and light industries have developed on the basis of this raw material.

Region of Norrbotten recognises and supports the need for a Just Transition Fund (JTF). We welcome that the scope of the JTF includes the transmission of the Swedish steel industry and its ecosystem. The aim of the Fund, to handle the regional consequences of the Green Deal, is made possible by a strong influence from the regions over the implementation of the Fund.

GAZ-SYSTEM welcomes the opportunity to take part in the consultations on the Just Transition Fund. GAZ-SYSTEM, as gas TSO, focuses its input on technical considerations related to the energy markets in Poland and more broadly in Central-Eastern Europe (CEE). The Just Transition Fund is a key policy instrument that should be used for the implementation of EU targets in an efficient manner.
Gas Networks Ireland (GNI) and its parent company Ervia welcome this opportunity to provide feedback on the European Commission’s Just Transition Mechanism proposal. Having reviewed the proposal, we make the following key observations: 1. Prioritising Least Cost & Least Disruptive Technologies GNI fully supports the ambition of achieving a net carbon zero EU by 2050.
Confindustria agrees with the general objectives pursued by the proposal for a Regulation establishing the “Just Transition Fund”, but has several problems. Firstly, the resources allocated for this purpose are insufficient. The Commission proposal foresees a financial envelope of EUR 7,5 billion for the Fund, allocated under the EU’s multiannual budget for 2021-2027, which is still under discussion.

The German Confederation of Skilled Crafts and Small Businesses (ZDH) welcomes that the scope of the Just Transition Fund (JTF) includes the support of SMEs to create new opportunities for growth and employment in the regions most impacted by the green transition.
Central Europe Energy Partners (CEEP) as an organisation representing energy and energy-intensive companies from Central European Member States supports a fair transition to a climate neutral economy. CEEP has been advocating for the creation and operation of the special dedicated mechanism, which would help and facilitate this transition, for a long time.

ENEA agrees and welcome the initiative of Just Transition Fund in order to encourage the transition to climate neutral economy, including the intention to promote circular economy. However, this aspect should be addressed as driver for climate change and strictly connected to productive investments.

In the uploaded document, IndustriAll Europe Secretariat presents its preliminary analysis of the the proposed Just Transition Mechanism. Whereas the initiative will help industrial regions to better manage their transition to a low-emission economy, a series of questions and concerns remain and the proposed initiative could be improved in many ways.
EUROCITIES believes that the Just Transition Mechanism and Fund can help mitigate the impact of transition on those most affected and vulnerable, addressing skills gaps and energy poverty. According to the methodology published, the financial envelope for each Member State is determined in accordance to a multi-criteria methodology based on five unequally weighted evaluation criteria: GHG emissions of industrial facilities (49%), coal/lignite mining jobs (25%), industrial jobs in aforementioned facilities accounted for (25%), peat production (0.95%) and oil shale production (0.05%).

FORATOM welcomes the EU’s goal of providing financial support to coal-dependent regions in order to assist them in their decarbonisation efforts. Indeed, the transition to a low-carbon economy should not come at the detriment to society. Therefore, we fully support EU funds being earmarked to help people transition from jobs in carbon-intensive sectors into low-carbon industries.

The Polish Electricity Association (PKEE) welcomes the proposal of the European Commission on the Regulation establishing the Just Transition Fund (JTF), which is essential for the Polish energy transition. The investments in the Polish energy sector needed to achieve this transition amount to EUR 179-206 billion . This would, therefore, require more adequate measures tailored to the actual transition needs.

The Green Deal proposed by the EU Commission contains a wide range of climate actions. Quite a many of those presents new demands on the agriculture and forestry climate policy, while at the same time both the overall level of the EU financial framework for several years and the financial share of agriculture are threatened with cuts.

The Just Transition Fund is good first step enabling and even catalysing real just transition – but it can equally be a demarcation line of some representatives that will use it to fossil-fuel lock-in. Meanwhile some regions are already suffering form the industrial decline and from the UNjust transition.

Energy Technologies Europe, the association representing the suppliers of energy conversion technologies, welcomes the EU’s initiative for the Just Transition Mechanism. The association believes that it is of great importance to ensure a fair energy transition in the regions that are most dependent on fossil fuels.
The Council of European municipalities and regions (CEMR) welcomes the Commission’s proposal for a regulation to establish the Just Transition Fund, which is in line with the European Union's ambition to achieve carbon neutrality by 2050.

The European Geothermal Energy Council (EGEC) welcomes the Commission's proposal for a Regulation to establish the Just Transition Fund (JTF) - the first legislative act of the European Green Deal. We strongly believe that the JTF is crucial to support fossil fuel regions to take the necessary steps to transition towards the zero-carbon economy.
Zero Waste Europe would like to highlight the importance of excluding waste (co)incineration from the scope of the fund. Burning waste in coal power plants is sometimes presented as an alternative to burning coal as well as a low-carbon source for the creation of energy. It is also justified as a way to give a new lease of life to old power stations.
Every single Coal-Fired, Fossil-Fired or else (incl. Nuclear, Hydro, Geothermal, Solar, Wind, Biogas, etc.) Power Plant could be easily converted to burn 100% Clean & Renewable Pure Hydrogen or SOH Gas, and to produce Pure Hydrogen, Oxygen and Storable Liquefied MOH Gas Car-Fuel, at a cost, close to zero, consuming only Water and emitting ZERO harmful emissions of any kind, into the Atmosphere.

Dear, What kind of education? Which technician will install and maintain the many new infrastructure? Solar panels, small wind turbines, heat pumps, etc. require different skills that are now taught. education. Many countries, even Malta, already have specific secondary education courses on renewable energy and, of course, higher education. This is not allowed in Belgium, especially in Flanders.
