Intro: The Commissions proposal is welcome. Reducing tolls for more efficient trailers will reduce energy use and emissions in road transport. It is an important demand-side measure supporting the truck CO2 standards currently under revision, with emission reduction targets for trailers added by the recent proposal.

We commend the European Commission's efforts to address the environmental challenges associated with road transport and recognise the aim of the proposal, as trailers have an impact on the energy efficiency of vehicles.

Transport en Logistiek Vlaanderen (TLV) takes note of the Commission’s proposal to include from 2030 the CO2 performance of the trailer or semi-trailer for the charging of a kilometre charge. The objective of this proposal is to reduce CO2 emissions from heavy-duty vehicles in the EU. Any measure that reduces the climate impact of freight transport is supported by TLV.

Hello, I represent in Brussels the interests of French road haulage operators (FNTR – Fédération Nationale des Transporters Routiers). We have 5 300 member companies that employ almost 250.000 people in transport and logistics. FNTR finds interesting the proposal to include the CO2 emission class of trailers and semi-trailers in the toll (Eurovignette framework); this could be considered as an incentive.

In principle, we see it as a positive approach that the new proposal for a Directive allows vehicles to be classified in a more favourable tariff category for distance-based tolls. The inclusion of trailers and semi-trailers in the assessment of the CO2 class could provide incentives for the market uptake and market uptake of more energy efficient trailers and semi-trailers, as well as for the use of more energy…

The aim of the proposal is to reduce CO2 emissions from heavy-duty vehicles in the EU and to promote the use of more efficient trailers. The Dutch Government supports this objective, but considers the present proposal not to be the appropriate means of achieving it and, moreover, to go beyond what is necessary.

The prospect of restricting the choice of energy carriers could eventually lead us to a dimpasse for transport by heavy goods vehicles, particularly on long-distance journeys. The principle of an energy mix seems necessary, in particular as a credible alternative solution in the short and medium term.

ITD acknowledges the consultation submitted, on which we have the following comments. Making road freight transport as efficient as possible is a major priority for ITD and our members. This is why we are always in favour of new technologies and initiatives as a starting point. For this to be possible, it requires the creation of incentives from the political side that can be easily implemented.

CEETTAR, the European Organisation of Agriculture, Rural and Forestry Contractors, supports the goal of reducing CO2 emission of heavy-duty vehicles by 90 % by 2040; The sector has been working for years on the optimisation of its performances, by using heavier vehicle types in order to decrease the number of times the vehicle needs to be used at the same place.
