Consultation activity

Who engages most with EU consultations

The 5,004 organizations with a page: every filer whose register number resolves, plus any filer with two or more submissions. Ranked by how many legislative files they engage with. Search reaches all 17,027 that have ever filed, including the one-off respondents who have no page of their own. Counts of their own submissions: participation, not influence.

How this ranking works
Method. The staff, cost and badge columns are each organization’s own declaration to the EU Transparency Register (snapshot 30 Aug 2026; 3633 of the 5004 organizations here matched by register number). Costs are band floors — the + means “at least”. Those columns never affect the order. An em dash means the organization did not match the register snapshot, which proves nothing: the register is voluntary for some categories. Reused under Commission Decision 2011/833/EU. Ranked on counts of consultation submissions, not on declared budget, staff or building access — a count is something you can check against the pages themselves. Organizations on identical counts share a rank, shown with an = sign, because presenting a tie as an order would be false precision. Listed here if the organization’s register number resolves, or if it has filed at least twice; an unverified name with a single submission is findable by search but has no page of its own. Participation is not influence, and a low position is not a judgment — many organizations engage through a trade association rather than filing themselves.
