The circular economy and the reduction of packaging waste are of great importance to the German economy. At the same time, the PPWR currently results in a high level of red tape and uncertainty for businesses. Reliable data can make a meaningful contribution to enforcement and to improving packaging policy. To this end, reporting requirements should be proportionate and practically implementable.

In the light of the EU’s increased ambition to combat climate change enshrined in the Green Deal, it is in principle correct to adapt the Renewable Energy Directive. However, the DIHK is in favour of focusing on efficient measures to make it easier for companies to produce and use renewable energy directly on the ground.

The Single-Use Plastics Directive and its implementation into national law pose particular challenges for producers, retailers, and the food service industry. Germany has implemented ambitious measures aligned with the Directive, resulting in heightened public awareness and a shift towards more sustainable alternatives. Nevertheless, the existing regulations have not proven themselves fully in practice.

The proposal to revise the IED provides for the extension of the scope, the tightening of limit values and numerous additional information requirements. This would lead to high additional costs for retrofitting and bureaucracy. Authorisation procedures for large industrial installations would be even more lengthy.

From the point of view of the DIHK, the IED as a whole proves to be an effective legal instrument to reduce industrial emissions. In general, a large number of companies expect the economic benefits of the IED by creating a uniform level of requirements across the EU and avoiding distortions of competition. However, individual companies report contrary experiences in other EU Member States.
