We thank the European Commission for the opportunity to comment on the update of the Implementing Regulation on benchmark values for the free allocation of allowances under the EU ETS for the period 20262030. The new benchmark values lead to a reduction in free allocation in many sectors, thereby increasing the cost burden for EU ETS installations.

The Single-Use Plastics Directive and its implementation into national law pose particular challenges for producers, retailers, and the food service industry. Germany has implemented ambitious measures aligned with the Directive, resulting in heightened public awareness and a shift towards more sustainable alternatives. Nevertheless, the existing regulations have not proven themselves fully in practice.

The draft establishes a mandatory, formal, and audit-proof accreditation system for companies, with stringent requirements regarding identity verification, data quality, technical interoperability and requirements for IT security. However, it appears getting started with the register sounds relatively easy apart from still unclear definitions.

DIHK Feedback on the planned EU initiative CO Market and CO Infrastructure. As the largest business organization in Germany, the Association of German Chambers of Commerce and Industry (DIHK) strongly supports the European Commissions initiative to establish a functioning CO market and an integrated CO infrastructure in the EU.

EU Strategy on Heating and Cooling We would like to thank us for the opportunity to comment on the EU Strategy on Heating and Cooling. A. Heating and cooling is a largely irrelevant aspect of the transformation of the business economy towards climate neutrality, especially in the industrial sector, shortly. The Biocidal Products Regulation serves to protect people, nature and the environment by subjecting biocidal products to strict authorisation and active substance testing. However, this also leads to considerable regulatory restrictions and costs for companies.

The German Chamber of Commerce and Industry (DIHK) supports the objective of the delegated act and the Union database to improve transparency and traceability throughout the supply chains of liquid and gaseous renewable fuels.

Combined transport (KV) is of great interest to the German economy. The aim of the revision of the 1992 Directive is to strengthen the importance of the combined transport system and to contribute to greater sustainability in the transport sector. This fundamental objective is shared by the majority of companies.

Measures that speed up and simplify skilled immigration for companies are generally to be supported. If the EU Talent Pool can contribute to this with little bureaucracy and low costs, the DIHK believes that Germany should consider participating. A practical implementation of the EU Talent Pool is crucial for companies.
