The revision of EU ETS benchmark values for 20262030 should strengthen carbon leakage protection for energy-intensive industries facing high energy and carbon costs, geopolitical uncertainty and global competition. The current proposal fails to do so. 1.

For CBAM to support rather than undermine European industrial competitiveness, the carbon price recognised in third countries must be assessed according to criteria that are genuinely comparable to those faced by producers under the EU Emissions Trading System (EU ETS). Norsk Hydro ASA strongly supports introduction of trade measures on exports of aluminium scrap as set out in the Steel and Metals Action Plan adopted in March 2025. For a detailed position, please see the document attached. In summary, we are in favour of a flat export fee (an export duty) on aluminium scrap (customs code HS 7602) of around 30%.

The revised Renewable Energy Directive (Directive (EU) 2023/2413) requires Member States to designate renewables acceleration areas for one or more types of renewable energy sources by 21 February 2026. The European Commission will issue a guidance to Member States on designating renewables acceleration areas by April 2024.
