Via its Bureau, the CESER of La Réunion submits this contribution as part of a rare European series of public consultations on three structural levers: The drafting of a simplification package concerning the rules applicable to the outermost regions (ORs), the revision of the European strategy for the ORs, the preparation of the Commission’s next multiannual financial framework (MFF) 2028-2034.

With this comment, we attach our contributions to the Public Consultation pursuant to Article 349 of the Treaty on the Functioning of the European Union (TFEU) as a PDF document. We in the Canary Islands do not strongly oppose the change of our POSEI. It should continue as stated in Article 349 of the Treaty on the Functioning of the European Union. In addition to updating it, we have not done something shameful for 18 years. Fishing should be included as a measure. Including it in the national CAP would be the sudden death of the entire sector. European funds and programmes are still poorly known by stakeholders in the ORs, in particular the Youth, Sport and Culture associations. Although the recommendations of the OECD and the European Commission concern the ownership of the dedicated programmes, the first observation concerns information which remains difficult to identify.

The initiative aims to remove legal bottlenecks that hamper the socio-economic development, sustainable competitiveness and prosperity of the EU’s outermost regions. In particular, it aims to simplify EU legal requirements and adapt them to the specificities of these regions.
