CEOE Tenerife welcomes the Commission’s intention to renew the strategy for the ORs and to accompany it with a legislative simplification package, recognising the permanent structural constraints arising from remoteness, insularity, territorial fragmentation and economic dependence. As an entrepreneur based in an outermost region, I would like to provide a perspective based on practical experience on the ground on the strategy aimed at enabling the outermost regions to benefit better from the European Union’s policies of funds and programmes. I am moving from a territory like Martinique, which is both small, agile, rich in initiatives, but structurally constrained.

With this comment, we attach our contributions to the Public Consultation pursuant to Article 349 of the Treaty on the Functioning of the European Union (TFEU) as a PDF document. However, we conclude that the future strategy for the Outermost Regions and the related legislative package represent an opportunity to correct long-standing inequality.

The challenges identified by the European Commission regarding the EU outermost regions accurately reflecting long-standing structural realities on the ground. Remoteness, insularity, limited market access, high youth unemployment and complex administrative frameworks continue to constrain socio-economic development, despite successive support strategies.

We in the Canary Islands do not strongly oppose the change of our POSEI. It should continue as stated in Article 349 of the Treaty on the Functioning of the European Union. In addition to updating it, we have not done something shameful for 18 years. Fishing should be included as a measure. Including it in the national CAP would be the sudden death of the entire sector. It is fair to respect the ORs

Outermost regions (French Guiana): move from a logic of adaptation to a logic of ability to act! The schemes of the Creative Europe Culture strand offer a valuable dynamic of mobility and international networking, but reveal a major limit for the outermost regions: they favour a soft-to-the-outside approach without sufficiently consolidating the territorial approach.

European funds and programmes are still poorly known by stakeholders in the ORs, in particular the Youth, Sport and Culture associations. Although the recommendations of the OECD and the European Commission concern the ownership of the dedicated programmes, the first observation concerns information which remains difficult to identify.

The initiative aims to remove legal bottlenecks that hamper the socio-economic development, sustainable competitiveness and prosperity of the EU’s outermost regions. In particular, it aims to simplify EU legal requirements and adapt them to the specificities of these regions. The initiative complements the strategy for the EU’s outermost regions, to enable better connection through the 5-6G network.

The Cooperativa de Pescadores de San Cristóbal, S.C.L.
