Please find attached the joint paper by Port of Antwerp-Bruges and Port of Rotterdam for the consultation. Both ports of Rotterdam and Antwerp-Bruges form the ARRRA cluster (Antwerp-Rotterdam-Rhine-Ruhr Area), which is crucial for achieving Europe's climate ambitions and serves as vital trade gateways.

Port of Rotterdam welcomes the implementation of the Industrial Carbon Management Strategy with the announcement of a regulatory CCS package. European industry faces the challenge of decarbonising while remaining globally competitive.

The Port of Rotterdam and Port of Antwerp-Bruges fully support the EUs ambition to strengthen Europe's strategic autonomy and accelerate the shift toward a circular economy. We welcome the Commissions initiative to establish End of Waste criteria for mechanical and solvent-based recycling of plastics that can drive decarbonisation, job creation and a competitive internal market for circular products.

The Port of Rotterdam and Deltalinqs welcomes the opportunity to contribute to the call for evidence on guidelines for identifying renewable energy acceleration areas that will be provided by the Commission as part of the revised Renewable Energy Directive. Ports are the central link of supply chains and are major hubs of energy. As a result, ports play a crucial role in realizing the energy transition.

The Port of Rotterdam is at the heart of Europes energy system and a critical node in global trade and supply chains. As Europe navigates a complex energy transition amidst growing geopolitical instability, the EU's energy security framework must evolve to address new, multifaceted threats. The Clean Industrial Deal highlights the point that industrial competitiveness and decarbonisation is a security imperative.
