We believe that the WIFI4EU project has been an excellent initiative that has made it possible to equip some public spaces with Wi-Fi networks to the benefit of those who did not yet have access to this technology. The WIFI4EU initiative complemented internet access services for citizens by reducing the digital divide in communities of sparsely populated territories.

CEF is an important and Strategic instrument to boost innovation and connectivity in Europe. To complement bit projects and initiatives CEF should bring back the bottom-up initiatives and partbership between SME, municipalities and citizens to create innovation hubs on infrastructures and services development.
The Swedish Association of Local Authorities and Regions (SKR) wishes to submit comments as set out in the attached document. It highlights, inter alia, the importance of ensuring that the budget for the Connecting Europe Facility is increased within the next long-term budget, that specific funds are earmarked for urban nodes, and that greater coherence in the transport policy area is addressed.

Enedis fully endorses the Connecting Europe Facility (CEF) as a pivotal instrument in advancing the energy transition and driving critical grid development. We especially value that this programme supports both OPEX and CAPEX, which is crucial for a distribution system operator (DSO) like Enedis, managing one of the largest electricity distribution networks in Europe.
During the current MFF period (2021-2027), RTE benefited from the support of the European Union through the CEF-Energy fund, with subsidies granted for studies and/or works for certain interconnection projects, including: - The Bay of Biscay interconnector between France and Spain. - The Celtic Interconnector between France and Ireland.
Very welcome, which gave the opportunity in small villages like ours to have a public Wi-Fi, at the beginning the network was an ADSL and the speed was somewhat low. It was very positive for neighbours and especially young people, including young people moving from other localities to be able to connect. It would be very positive to set up Smart city systems for managing municipalities.

While the EU has set the reduction of greenhouse gas emissions by 55 % by 2030 and transport emissions by 90 % by 2 050 in its main objectives, it is becoming increasingly urgent to increase the modal share of the most sustainable transport and to support the development of the rail mode.

Please find enclosed the feedback on behalf of the Port of Rotterdam Authority. In our feedback we chose to combine the CEF 2014-2020 - evaluation and CEF 2021-2027 interim evaluation since we consider the points listed in the feedback relevant for both consultations.
The Société de la Ligne Nouvelle Montpellier-Perpignan, SLNMP, is a financing company that brings together local authorities in the Occitanie in France. The SLNMP's main mission is to work with the French government to organise the financing of the Ligne Nouvelle Montpellier-Perpignan (LNMP) high-speed rail line, to keep it on schedule and to ensure its positive impact on the region. CEF is a valuable ally.
The amount of support was too small in relation to the own contribution to the implementation of the measures. In addition, no support for civil engineering and connection costs. As a result, the overall cost of implementing the measures is too high. Eligibility conditions (number of indoor and outdoor routers) were too high. Eligibility conditions (no previously covered area of Wi-Fi) too complicated in practice.

The municipality of Vransko was successful in a public call from the European Commission to co-finance the construction of the Wi-Fi4EU network. For the purpose of purchasing and installing the necessary equipment, we received EUR 15.000 from the EU and the cost of the necessary internet connections for a period of 3 years, amounting to EUR 4392, was charged to the municipal budget.

ECTRI welcomes this opportunity to share its views on the evaluation of the Connecting Europe Facility (CEF). These views are common to CEF-1 final evaluation and CEF-2 interim evaluation. CEF is being instrumental in shaping the European multimodal transport system through the deployment of the Trans-European Transport Network (TEN-T), to which European taxpayers are dedicating substantial resources.
The WiFi4EU initiative is undoubtedly a step towards the digital integration of Europe. Free Internet access in public spaces of our city is an investment in social, educational and economic development. It allows citizens to use digital services, supports entrepreneurship and tourism, and contributes to reducing the so-called digital exclusion.
From the point of view of a large enterprise, on the Connecting Europe Facility 2021-2027, I consider the following comments: 1- the political scope of the mechanism has a significant and therefore positive impact. It really helps companies minimise their risk by investing in sustainable mobility. 2- the organisation of CET -T, AFIF, etc. is professional and the management of CINEA positive.

The Connecting Europe Facility (CEF) plays a crucial role in supporting the development of interconnectors, a key infrastructure for achieving a well-integrated and resilient energy system across the European Union. Interconnectors, which link energy grids between EU Member States, are vital for enhancing the cross-border exchange of renewable electricity.
The CEF program was a pragmatic funding scheme designed to create useful and sustainable actions. It helped extend and enhance existing open-source projects by co-financing personnel, hardware, and travel costs. The flexibility of intellectual property and ownership agreements enabled the co-financing of existing open-source projects.
The built wi-fi network works very well, provides a good, stable signal. There are no complaints from citizens that the wi-fi network would not be operational or would not be functioning incompletely at some point in time. The real network range available is very broad, covering also part of the park area of the city park, which was not initially planned but the effect is much better than originally planned.

Transdev commends the European Commissions initiative for consultation on the Connecting Europe Facility. We recognise the pivotal role that the CEF plays in financing transport infrastructure, particularly in the expansion of the Trans-European Transport Network.
Wi-Fi4EU has enabled internet access through Wi-Fi connectivity to various locations in the municipality of Almeirim, including parishes with no connectivity in Fibra Optica or even poor mobile network coverage. Public areas such as sports, cultural and social areas have also been favoured, where use has been and is still very high.

WI-FI4EU has enabled the provision of Wi-Fi connectivity to several villages and towns across County Galway, including areas with historically poor connectivity. This initiative offers an alternative means for individuals to access the internet and global online resources, helping to eliminate geographical and economic barriers that previously hindered public access.
The WIFI4EU initiative has had a substantial impact on the expansion of our Wi-Fi network in public buildings, and has proven to be a catalyst for digital inclusion. In particular, the local service centre benefits greatly from this expansion, as the improved connectivity allows computer and internet lessons to be provided to seniors.

The experience is being very positive. It has made it possible to bring connectivity closer to many people who, for different reasons, did not have access to the internet, in different spaces and places of public confluence: squares, social centre, swimming pool, parks, etc. The main problem is the internet speed available in the municipality, which until recently was not fibre.

WiFi4EU equipped a sports centre and village room (and their surroundings). As the gsm network is still not well developed at home, it is important that initiatives like these are put in place. It may be that the system was somewhat restrictive at supplier level and thus reduces the possibilities. But if it were to be repeated, we would be back!

Public access to Wifi has proven very useful here in Bugyin, as it can be used in the green space next to the House of Operations and in the park next to the Mayor’s Office. It is widely used at events and benefits from all ages through the park.

Ladies and Gentlemen, our hotspots continue to be well received by the population. We had agreed the locations well with the executive company ‘The Cloud’. Technically, everything continues to work very well. I would like to see actions such as “Wifi4EU” in the future. The implemented WiFi4EU project is commendable for one local community such as our municipality. Setting up a free internet facility is certainly good and positive, especially in smaller, rural parts of the Municipality, such as children’s playgrounds and social homes where the implemented project may also be most used.

In our municipality of Obid, we have placed several WIFI access points. These benefits are mainly enjoyed by young people who are integrated in parks in public spaces. They are also used by footballers and referees during football playground matches as well as in cultural activities in a cultural house. They are also used by cyclists in the rest area on the EUROVELO 6 route.

The WiFi4Eu Municipality of Borovo initiative provided free internet access throughout its territory. I think that the CEF program prepared learners, instructors, professors and the business world to the adoption and uptake of advanced digital technologies in Europe. This is of utmost importance for the long term competitiveness of this geographic and economic area. It challenged the academic approach to the design and roll-out of university programs and made it more interactive with the real business world.
The WiFi4EU initiative is a support scheme for the provision of free Wi-Fi access in indoor and outdoor public spaces (e.g. public administrations premises, specialized outpatient health center, the food market, rink, public parks and squares and stadium).
CEN DSRC, C-ITS and Connecting Europe Facility (CEF) C-ITS and CEN DSRC are deployed in immediate geographic vicinity in adjacent spectrum bands. For EU transport policy to function both are necessary and need operate interference free.
Through the WiFi4EU Grant Promoting Internet connectivity in local communities, two free wifi networks in indoor and outdoor public spaces were established in the municipality of Sfântu Gheorghe. In the context of the Wifi4EU tender, the Municipality of Germankér has successfully implemented its project, which has built a Wifi network in several parts of the municipality. The programme was well managed. The public, most of the disadvantaged, who do not have a subscription to the internet, makes regular use of the service deployed. However, the internet subscription required by our local government to operate the service is very burdensome. This should be reconsidered for projects or included in the application.

Active and functional service. The only stroke, mainly as regards the municipal library building, is that those who use wifi can connect only one device at a time and have limited traffic. For the rest, it remains a very useful initiative for residents, students and tourists.

The Connecting Europe Facility 2014-2020 was quite useful for the public administrations at local level. The access to financing is really important for the municipalities in order to implement activities for technical development and innovative actions. In order to turn our municipalities into a smart city we need this support from the European Commission.
In the framework of the Wifi4EU tender, the Municipality of Tiszavasvár has set up three free Wi-Fi networks in the territory of the city. The main criterion for selecting the site was the involvement of larger community spaces and camps. According to the operator’s reports, the network has a high volume of traffic and a high utilisation rate.

This type of infrastructure contributes to making Avilés a more connected, modern and inclusive city. By offering free connection, Avilés becomes more attractive to visitors. As contractor, we carried out one project, for the municipality of Rojewo in the inowrocław district of Kujawsko-Pomorskie Province. We have been constantly analysing the use of access links via PIAPs. The captive portal mechanism can mislead. The creation of access points within the city of Shaľa via the Wifi4EU project ensured free internet access in publicly accessible places not only for residents of the city, but also for visitors during events, which will always have an impact on the number of connections, and this is also an important aid for people from Ukraine, who have several hundreds of people in the city and also workers from abroad.

A very well-designed project for the EU. As a WIFI4EU companion, I immediately noticed access points even when I visited other cities in my country or abroad. In the municipality of Murska Sobota, we have made the internet available in the city centre – Slovenska ulica, Trg zmage.

The Wi-Fi4eu project brought connectivity in public spaces to Chance. An alternative to downloading the connection via operators at the time. Flexibility, speed, efficiency of absorption and, above all, targeted investment, have been very simple, efficient and very beneficial, as opposed to national programmes.

The Connecting Europe Facility (CEF) 2014-2020 initiative, as a key EU funding instrument, has been instrumental in developing and integrating infrastructure networks in the transport, energy and digital services sectors. One outstanding example of the success of this initiative is the WiFi4EU programme, which has found a particularly positive impact in Fehmarn.

It seems to me a very good experience that has allowed WIFI Publico to be available in many towns in Europe in order to be able to serve citizens and tourists who visit these localities, but who do not have the funds available to carry out such a project. This has allowed for subsequent deployment projects of other types of solutions, building on the connectivity already installed.

The measure itself was good. But the timing was bad and, of course, Covid19 created a lot of confusion. Many authorities did not participate in the possibility for a number of reasons. One of the main issues was the 3+ 2 rule, where while 3 years could be counted as an offer and a further 2 years the participating authority had to maintain a solution at its own cost.

The WIFI4EU initiative continues to be a success in Co. Meath with an average of 1503 clients per day. It has been well recieved but has only created for greater coverage in other smaller urban centres in the County. The application and implementation process was very easy to manage and to deliver on. It would be good to see additional funding to extend the network and pick up other urban centres.
This initiative has enabled the Aalter local administration to make full WiFi available in the libraries and the ArtA’A artist centre and contributed to the further roll-out of WiFi availability within the municipal buildings. During the lifetime of the WiFi4EU grant project, the remaining buildings are also equipped with WiFi facilities with SSID WiFi4EU.

The application system was easily transparent, understandable and easy to submit. The objectives of the call for proposals were clear and well identified. The implementation of the tender did not impose a financial burden on the municipality, given that no pre-financing was necessary. The results of the application were widely available to the public.

this call for projects enabled a small French municipality with limited financial resources to provide an indispensable service to its population and people transiting through the municipality (tourism). Thank you very much for your support. The procedure was simple and the service works very well.

With the WiFi4EUm projects, we have been able to improve connectivity in some urban centres in the municipality. However, it would be important to extend this measure to the remaining centres, and the continuity of this programme would be relevant. In terms of procedures, despite some typical difficulties in submitting, the whole process of implementing the measure has been easy and de-bureaucratised.

Installation of public Wi-Fi, which took place in an exemplary manner. The choice of the company providing the service and the equipment is essential. Through the Cisko solution, we have a report enabling us to know the activity of each of the terminals, the number of monthly connections, the data volumes and the ranking of the most popular applications.

Mesto Gelnica získalo grant v rámci nástroja na prepájanie Európy (NPE) WiFi4EU - bezplatné pripojenie k internetu pre širokú verejnosť. Vďaka podpore sme mohli vytvoriť 7 vonkajších prístupových bodov na verejných priestranstvách a 5 vnútorných prístupových bodov vo vybraných objektoch.
The European initiative has been very interesting and useful for European citizens and the institutions, as it has provided citizens with connectivity to digital information and services, which is increasingly essential today, otherwise citizens will be excluded. A new edition is suggested so that the number of wifi areas is increased and covers a larger part of the territory.

Hello, the Wifi4EU system allowed the municipality of Berre l’Etang to receive substantial start-up equipment to distribute Wi-Fi in ERPs and meeting rooms. Together with a captive portal, this is in line with the municipality’s expectations.

The municipality of Sklabiná thanks for the subsidy and the possibility of installing WIFI facilities within the municipality, allowing access to WIFI in public buildings and public spaces for all citizens of our municipality. The network was also used by visitors to our village. This was a very beneficial initiative.

It was a very good initiative to get access to a grant, with very small populations having the choice to tender. Thanks to this European initiative, our population (El Castellar) was able to have an installation, with excellent results and which is used by inhabitants of the village and visitors who do not have coverage if there is a colleague.

It was a great program, even so execution was not perfect -- there should be less formal burden for municipality. Anyway, program have brought connectivity to places where it otherwise will be not available for a long time.
As VARIoT project (Vulnerability and Attack Repository for IoT) coordinator, I would like to express my gratitude for the opportunity to implement the project in the CEF programme. In my opinion, the management of the project was very comfortable, the cooperation with the Project Officers was at a very high level. They were always helpful and ready to answer all my questions.
Define specific topics in the calls Under CEF2 there has been 3 open general calls. However, in reality some project topics have been favored over others. At least so in the 2023 call. It was described as a general call but favored OPS and IWW projects, and works before studies.
UNIFE acknowledges that CEF grants have provided crucial support to the achievement of the Trans-European Transport Network (TEN-T) policy objectives and the development of sustainable transport system. In this context, the CEF programme should continue to be the cornerstone of the EU Investment Policy in the transport sector also in the post-2027 period.
The CEF 2014-2020 funding instrument proved crucial for the establishment of Malta's cross-border eHealth services, through a CEF Action from 2017 to 2020 that supported the deployment of these services. This will in turn facilitate Malta's implementation of the relevant parts of the upcoming EHDS Regulation.
CEF supported Bundesagentur für Arbeit (Federal Agency for Employment) to connect EESSI to internal systems, applications and processes. We switched to EESSI-communication productively by early August 2019 as the first german EESSI-entity thanks allocated funding by INEA/CEF.
The CEF1 programme was the main financing EU instrument for the implementation of the Trans-European Transport Network. To this extent it was crucial to contribute to smart, sustainable and inclusive growth by developing modern and high-performing transport systems across EU countries.
