EPSU represents 8 millions workers in the local, regional and central administration; health and social services and the utilities. The purpose of EU public procurement and concessions rules must be to ensure that public funds and taxpayers money are awarded in a way that supports strategy for smart, sustainable and inclusive growth as well as Social Europe.

In the last 10 years some cities and public authorities have tried to promote sustainable public procurement through public tenders that are 'tax haven free' and declared tax free cities (like the city of Barcelona https://ajuntament.barcelona.cat/contractaciopublica/en/sustainable-procurement/ethical-purchasing ) That has been problematic as there is no mandatory or real clarity at EU level.

EPSU, the European Public Service Union, represents the voice of millions of public service workers. We call on the European Commission to refrain from any de-regulatory efforts in the name of flexibility for corporations or to enhance competitiveness.

Response to citizens omnibus The European Federation of Public Service Unions (EPSU) represents 8 million public service workers across Europe. We are the strong trade union voice that workers need, whether thats with employers, the European Parliament, the Commission or national governments.

EPSU is the European Public Service Union representing 8 million workers in central, local, regional governments, health and social care, energy and water. Health and social care is one of the EU Talent Pools targeted sectors.

For full response, please see the attached file We welcome the Commission's initiative to evaluate and potentially add ambition to the Whistleblowing Directive EU 2019/1937 on the protection of persons who report breaches of Union law. EPSU notes that in general the Directive has been a welcome addition. However, its current limited scope falls on providing necessary protection for the whistleblowers.
