The Polish Plant Protection Association considers that the issue of relevant statistics is extremely important for a reliable and complete picture of the state of agriculture, including in particular related industries such as plant protection products.

First, ClientEarth supports and welcomes the very positive developments in the Proposal, which tighten the obligations of Member States to provide to Eurostat precise and comparable data on the sale and use of pesticides in the EU. We highlight also other benefits of the Proposal that need to be integrated (I).

ANIPLA supports the Commission’s objective of updating the rules on agricultural statistics, including for plant protection products (PPP). Having adequate data will contribute to achieving the ambitious targets set out in the Commission’s Strategies: Farm to Fork and Biodiversity. We believe that a better indication of the current use of PPPs will be essential for achieving a more sustainable agricultural model.

ECOFI supports the objectives of the proposal for a new regulation on Farming statistics – agricultural inputs and outputs (updated rules). Following ECOFI’s previous comments to the relevant Roadmap, we warmly welcome the inclusion of a new distinction between “inorganic” and “organic” fertilisers in agriculture under the category heading “Nutrients in agricultural fertilisers”.
EBIC supports the objectives of the proposal for a new regulation on Farming statistics – agricultural inputs and outputs (updated rules). It is said that you cannot manage what you don’t measure, so adapting data collection to evolving policy needs and innovation makes sense.
AFAÏA (formerly CAS), the French representative of companies supplying innovative fertilizers and inputs for sustainable plant cultivation, has a official mandate since 2010 from the “Autorité de la concurrence” concerning its activity of collecting statistical data on the organic and organo-mineral fertilisers, organic soil Improvers, liming materials, growing media and plant biostimulants markets.

CropLife Europe supports the EC's goal to update the rules on agricultural statistics including for inputs such as PPPs. Adequate data will contribute to achieving the aspirational targets set out in the F2F and Biodiversity Strategies.
BeeLife is a European NGO advocating for the protection of pollinators from environmental threats, with particular attention to bees. We are an interface integrating field beekeeping observations (citizens science approach), scientific and policy developments. We are very keen on statistics related to environmental pollutants such as pesticides, biocides and veterinary products. Please find hereby our contribution.

The Hellenic Plant Protection Association (ESYP) fully supports the Commission’s objective to update the rules on agricultural statistics, including inputs, such as plant protection products. Sufficient data will contribute to achieving the objectives of the Green Deal strategies and is necessary to measure the progress made towards a more sustainable agricultural model.

IBMA, the International Biocontrol Manufacturers Association, welcomes this public consultation regarding a crucial matter for the transition to a future more sustainable agriculture using agroecological farming practices, as per the EU Strategies objectives. Farming statistics are instrumental since, as clearly mentioned in your proposal, ´´Agriculture also has an impact on the environment.
The purpose of this Commission proposal is to pool requirements for data collection in agriculture, including horticulture. This will be combined with an extension of data collection and reporting. The ZVG strongly rejects an extension without visible benefits, which only leads to a massive increase in bureaucratic requirements.

Regarding the sector of Fertilizing Products, the proposed split between organic fertilizers and inorganic fertilizers is not relevant. In fact, a new EU regulation defines the fertilizing products (EU 2019/1009).
The International Platform of Insects for Food and Feed (IPIFF) - the umbrella association of the European insect sector wishes to present its Contribution to the Public Consultation on Farming statistics – agricultural inputs and outputs. IPIFF is a non-profit organisation which represents the interests of actors active across the insect production value chain at the European level.
EBIC supports the objectives of the “Strategy for Agricultural Statistics 2020 and beyond”. It is said that you cannot manage what you don’t measure, so adapting data collection to evolving policy needs and innovation makes sense.

- We need data that meet requirements of our operators. For example: usage of crop protection products needs to be registered in kg active ingredient. But for biological crop protection products, e.g. natural enemies, this needs to be measured differently. But it is important to also measure these sustainable alternatives to provide a full picture.
Statistics, data collection and processing and information plays an important role when reporting back and evaluating the impact of policies and measures implemented in the agricultural sector, most importantly the CAP post 2020.

For the FUGEA, Fédération Unie de Groupement d’Stockbreeders et d’Farmers, a member of Via Campesina, are the data that need to be collected. Moreover, it is crucial that each objective of the CAP can be measured by a panel of indicators.

ECPA supports the Commission’s goal to update the rules on agricultural statistics including for inputs such as pesticides. Having adequate data will contribute to achieving the goals of the Commission’s Green Deal and Farm 2 Fork Strategies. We support these goals and believe that a better indication of current pesticide usage will be essential for science based decision making.
Euroseeds recognises the highly valuable information provided by the European agricultural statistics compiled by Eurostat. In this respect, we welcome the roadmap to modernise and improve crucial agricultural statistics especially the Statistics on Agricultural Input and Output (SAIO). As stated in the roadmap, climate change, social change, globalisation and other drivers are changing agriculture.
The European Confederation of Agricultural, Rural and Forestry Contractors – CEETTAR - represents the interests of land-based contractors in Europe. CEETTAR supports the Von der Leyen Commission’s headline ambitions European Green Deal and Farm to Fork Strategy, and wants to be certain to rely on modernised agricultural statistics.
