EBIC welcomes the Commissions initiative to update and clarify the rules governing inputs authorised in organic production. Since the adoption of Regulation (EU) 2021/1165, several provisions (particularly in Annexe II) have proved difficult to interpret, inconsistently applied across Member States, or insufficiently aligned with existing EU fertilising and ABP legislation.
EBIC is the European Biostimulants Industry Council, the trade association for plant biostimulants in Europe. Founded in 2011, our vision is sustainable agriculture supported by the global adoption of plant biostimulants. We are dedicated to fostering the growth, development and fair regulation of our industry.
The European Biostimulants Industry Council (EBIC) welcomes the European Commissions initiative to develop Biotech Act II, which provides an opportunity to ensure that agricultural biotechnology fully contributes to European competitiveness, strategic autonomy, food security, climate resilience, and sustainable growth.
The European Biostimulants Industry Council (EBIC) acknowledges the huge benefits brought by the Fertilising Products Regulation (FPR) [Regulation (EU) 2019/1009] through the inclusion of plant biostimulants in its scope, by establishing Product Function Category 6 (PFC 6) according to the function(s) of plant biostimulants, and by allowing plant biostimulants to access the Single Market under harmonised rules.

In summary, while Regulation (EU) 2019/515 remains a key mandatory EU tool and performs well in certain countries, such cases remain rare, and plant biostimulant manufacturers often give up on making use of the principle and problem-solving procedures in place.
