At LoginEKO, we welcome the GreenData4All Initiative as modern technologies can, and should be, used for accelerating the transition to a more sustainable future. Through our solutions we are showing that this can indeed be the change. Detailed feedback is included in the attached document.

Simplification of certain requirements for spatial information infrastructure in the Union (INSPIRE) (Omnibus VIII on environmental legislation)
49 submissions from 49 organizations told the European Commission what they think about this file. Here is what each of them said, in their own words.
The Commission received 60 submissions on this file. Shown here: the 49 from organizations. Not shown: 10 from private individuals. Their submissions are personal data; the Commission publishes them under its own legal basis, and republishing them by name here would need one we do not have. Organizations act in a public capacity, so their positions are public record. Also not shown: 1 further submissions we do not publish for other reasons: no quotable text (a comment under 250 characters and no readable paper), no organization named, or a private person who filed under their own name. Surfrider Europe welcomes the initiative of the European Commission to update and revise the public environmental data sharing framework as part of its Green Deal effort. As a non-profit organisation, Surfrider Europe both uses data and generates data in support of and as part of its own educational, research and advocacy activities, be them on climate change (for example on erosion, and the evolution of the…
The Public Service of Wallonia - SPW Digital encourages and supports the GreenData4All initiative to make the INSPIRE Directive a more effective and cost-efficient instrument for environmental data sharing in the context of a Common European Green Deal Data Space. Therefore, revision and simplification should not be synonymous with loss of quality and acquis.
European forest owners would like to express concerns regarding the GreenData4All initiative. We believe there are significant risks and challenges that must be addressed to ensure its development and to adequately respect the rights and interests of European forest owners. First and foremost, the lack of reference to the initiative's potential impact on privacy and business-sensitive data is worrying.
National Geographic Institute of Belgium

IGN-Belgium supports this initiative, but would like to clarify a few points that should be taken into account in the stated objectives. 1) Consider refocusing the scope of the INSPIRE Directive on environmental data, while leaving non-environmental data ( cadastral parcels and agricultural parcels, buildings, road networks, etc.) out of scope.
Renewable project developers in the EU are at a competitive disadvantage against their US-based peers because EU member states fail to provide high-quality GIS and grid data in digital and easily accessible formats.
EuroGeoSurveys welcomes the intent to improve the rules on environmental data sharing and promote participation in the Green Deal Data Space through the GreenData4All Initiative. We propose the attached suggestions for improving the dialogue of the entire digital data landscape.
Finnish Meteorological Institute

The "GreenData4All" initiative clearly expresses the European Commission's dedication to modernizing environmental data sharing and the strategic update of the INSPIRE Directive. The Finnish Meteorological Institute (FMI) encourages and supports such an initiative, which aligns with its commitment to advancing environmental data accessibility and fostering open science.

This initiative for revision of and modernising existing rules on INSPIRE is very welcomed. We are concerned about leaving non-environmental data out of scope, and think this will be a risk. Even non-environmental geospatial information provide value to the Green Deal Data Space, as they will do for many data spaces, if not all.
The objectives of the review are clear and answer the main shortcomings identified by the INSPIRE Review. We would welcome a thorough redefinition of the data to be covered by the reviewed INSPIRE directive, but would welcome a clear unambiguous definition of the data even more. We encourage the use of INSPIRE data sharing as a standard process for data sharing in (environmental and other) policy.
Flanders Environment Agency
· · filed 25 Mar 2024 · source
The Flemish Environmental Agency supports this initiative and wishes to take this opportunity to address a number of issues. As regards the technical specifications for data and data sharing, we welcome simplifications. However, we would like to stress the need to focus on backward compatibility as important investments have already been made by Member States.

Statistics Sweden is positive to the simplification and refocus of the INSPIRE directive. This may lead to reduced risk of double reporting of data and reduced need for parallel service architectures due to different directives/regulations. Which is of high importance. Much of the data from Statistics Sweden which is bound by the INSPIRE directive is already covered by other current or upcoming legislation.
The State Geodetic Administration welcomes and supports the GreenData4All initiative which aims to make the INSPIRE Directive more effective and cost-efficient for environmental data sharing in support of environmental policy development and implementation. We welcome the idea to make data accessible and available to all users in a user-friendly way.

If we want to use geospatial data for supporting decision-making, a key thing that is missing in INSPIRE now is the ability to get an authentic and legally compliant time series of data for a longer time period to analyse trends of changes in the environment. Decisions for the future are most often derived by analysing past trends.

It does not seem appropriate to focus solely on environmental data, understood as a common European Green Deal data space that aims to unlock the potential of data for Green Deal priority actions on climate change, circular economy, zero pollution, biodiversity and deforestation. Inspire’s assumptions covered a much wider range of data, such as: roads, plots, buildings, monuments, etc., not only environmental data.

Feedback provided by the Danish Agency for Data Supply and Infrastructure Key feedback points The revision of the INSPIRE Directive marks a significant milestone for both geospatial data providers and the extensive user base of geospatial infrastructure. The revision offers a chance to learn from implementation, streamline geospatial data management, and enhance its broader, more effective use.

We see a new, incomprehensible, environmental term. The concept is repeated more than 10 times in the text. We would point out that it would be correct to use the terms environmental spatial data and environmental information or information in Latvian. Geospatial data are data that affect almost every sector of the economy.

This Green Data 4All initiative wish to make the INSPIRE directive more effective and cost efficient. Its also driven by the general trend to provide simplification in the functioning of directives and regulations. While reading the JRC report on the Green Deal dataspace, I can already see an over complexity in the governance proposal.

Future GreenData4all should include in-situ measurements and assessments by animals that roam the planet as biological sensors and sentinels. Animal data can include local weather data, environmental data, but also animal-centered environmental assessments. To achieve these data in near-real time, the database Movebank.org should be connected seamlessly to other global environmental databases.

The GreenData4All proposal, while ambitious and aligned with the European Green Deal's objectives, may face challenges in implementation and effectiveness. Critically, it could encounter difficulties in harmonizing data standards and practices across EU member states, potentially leading to inconsistencies in data quality and accessibility.
Main problems: — Chicago Convention, 1944 is obsolete. — Aeroplanes are responsible for dealing with the issue of environmental damage and safety risks caused by themselves and, for economic reasons, do not intend to effectively address the problem in relation to the extent of the damage caused to the environment, nor seek a solution.
WWF Spain is very interested in this regulation, in terms of the improvement it would entail for the exercise of the right of access to environmental information. For example, WWF Spain detects by satellite illegal water abstractions in the Marisma de Doñana – an area designated as SAC and SPA – access to serious satellite imagery of great value in order to detect these infringements and eradicate them, which would…

Method. Every quote is verbatim from the organization’s own submission to the European Commission, trimmed to its opening passage and never summarized by a model. Where a submission was filed in another EU language we show the English text the European Commission publishes alongside it, labeled on the quote; the original is one click away at the source. Groupings use the respondent type the organization itself selected when filing. We deliberately do not label anyone “supportive” or “opposed”. You read what they wrote and draw your own conclusion.
