We welcome the Commissions initiative to establish common standards and specifications for Qualified Electronic Archiving Services (QEAS) under Article 45j(2) of eIDAS 2. As the European Union elevates electronic archiving to the level of a trust service, users legitimately understand thatregardless of the providerthis service will keep all their documents and files secure for the entire retention period.

By virtue of the arguments presented in the attached file, we recommend a thorough review of the draft Implementing Regulation, incorporating the following amendments: 1. Remove the reference to ISO 14641, as it is obsolete and formally withdrawn by bodies such as UNE. 2. Incorporate CEN/TS 18170:2025 as the main reference for functional requirements of electronic archiving services.

Signicat finds it strange that CEN/TS 18170 is not referred from the Annex to the implementing regulation. This is a European standard specifically on archive as a trust service, and the standard is listed in the implementing regulation on accreditation of CABs for archive. Please add this standard to the Annex.

The Italian Association of Italian Archivists disagree with the draft proposed by the EC for the following reason: CEN TC 468/WG1 has already published specific and very detailed Technical specifications (TS 18170) These specifications defined with many European experts are consistent with all the member States legislation in the sector, compliant with all the European relevant standards and recommendations.
CEN TC 468/WG1 has published TS 18170. This TS cover the regulation as explained by the CEN TS 468 to the EC. This TS has been constructed by EU experts coming from different EU countries in a consensual approach. More the 120 hours was spent by those experts. IMHO, this TS should be in the EA and should replace the old ISO 14641. Disagree on actual draft for this reason.
