The Free ICT Europe Foundation welcomes the opportunity to provide feedback and thoughts on the European Commission’s legal proposal for amending Regulation 1025/2012. We support the movement to increase power for national bodies in regard to standardisation and less for the economic sector.

BusinessEurope welcomes the opportunity to provide feedback on the proposed amendment to the Regulation (EU) No 1025/2012 European Standardisation. Standardisation is a key priority for our members and its governance is a strategic question. Therefore, we reiterate the importance to involve and properly consult stakeholders on these important issues.

JBCE thanks the European Commission for giving the possibility to comment the new strategy for the European Standardisation. First, we would like to comment that the proposed amendment of the regulation covers a tighter scope compared to the strategy announced by the Commissioner.

The proposal for the revision of Regulation (EC) No 1025/2012, which will place the standardisation bodies of the 29 countries of the European Economic Area at the heart of the decisions not only of CEN and CENELEC but also of ETSI, with regard to the standards requested by the European Union, seems to me to have several beneficial effects.

General remarks on the European Standardisation System ZVEI welcomes the opportunity to provide feedback on the proposed Amendment to the Regulation (EU) No 1025/2012 European Standardisation. In general, we are of the opinion that the European standardisation system is set up the right way.

Being personnaly involved in standardisation and holding many chair position since 1990 I recognized the interest of the work performed within ISO IEC CEN CENELEC and ETSI since that time. But the fragmentation or even compettition between these different bodies can be seen as an inefficiency factor. Therefore a better coordination between the different ESO's is mandatory, in particular with ETSI.

ECOS supports improvements on good governance principles in the European Standardisation System (ESS). While progress has been made on stakeholder participation and inclusiveness by some European Standardisation Organisation (ESOs) since the adoption of Regulation (EU) No 1025/2012, under-represented stakeholders still face limitations.

The ETUC does not question the European standardisation system as governed by Regulation (EU) No 1025/2012, nor the process by which the European Commission, in line with specific procedures, can mandate the development of standards and standardisation deliverables to support Union legislation and policies.

The Digital security industry represented by Eurosmart welcomes such an initiative; Europe's standardisation approach is of utmost importance for the efficiency of the digital single market. Europe standardisation is clearly challenged by the increasing evolution and innovation pace of ICT products, services, and processes.

Whilst we can identify with the objectives of the proposal, we fear that the result will be an even greater delay in the introduction of new harmonised European Standards as a result of the increased complexity of the process.

Introduction EFTA, the European Free Trade Association, unites Norway, Iceland, Liechtenstein and Switzerland. Regulation (EU) 1025/2012 on European Standardisation has been incorporated into the EEA (European Eonomic Area) Agreement and is thus in force in the three EEA EFTA States (Iceland, Norway and Liechtenstein).

ANEC agrees with the European Commission proposal to amend Regulation (EU) 1025/2012. We agree it is essential that action is taken to enable European standards, and other standardisation deliverables, to reflect only European values and principles in supporting the European public interest.

ITS, the Swedish National Standards Organisation responsible for ETSI, wants to thank the European Commission for its standardisation strategy and that the European Commission gives a clear signal of the importance of global standardisation for the internal market of the EU.

It may be a good step the European Union is improving its decision-making on standardization by allowing only European standardisation organisation's representatives to decide, if it has been proved the remaining stakeholders hinder the EU internal market. Would be good to have received further information supporting this restriction accompanying the proposal document.
