ECCH endorses EUROCAM's response to this consultation: EUROCAM firmly believes that health research should encompass Traditional, Complementary and Integrative Health (TCIH) approaches, which contribute to improving prevention, resilience, and sustainability. TCIH describes a wide range of provider-based and self-care practices and modalities, some of which have been used for centuries around the world.

The 2025 European Commission proposal for a Regulation on the Union Civil Protection Mechanism and Union Support for Health Emergency Preparedness and Response, together with its Annex, represents a major step toward a unified EU framework for crisis management.

The RATP group thanks the European Commission for the publication of its proposal for a Regulation on the future Union Civil Protection Mechanism and its health component, which aims to strengthen collective resilience to increasingly complex, cross-cutting and frequent crises.

DSO Entity welcomes the proposal of the European Commission for the next long term budget of the EU, which highlights in substance the relevance of the electricity distribution systems. Distribution System Operators (DSOs) are central to Europes competitiveness, clean energy transition, and resilience, yet current MFF proposals lack dedicated recognition and funding for distribution-level investments.

The BDLI recognises these programmes as a strong commitment to Europes technological sovereignty, to strengthening dual-use technologies and to supporting research-intensive industries. The BDLI welcomes the significantly increased budget volume of 451 billion in the ECF and 175 billion in FP10. Innovation funding for security-related technologies is strategically anchored.

We support the aim of increasing the civil protection, preparedness and crisis response, mainly via the Union Civil Protection Mechanism, including via specific capacity building actions for civil society organisations especially those that engage volunteers. It is important that the Union Civil Protection Knowledge Network is strengthened, and the inclusion of civil society organisations is ensured.

We suggest that national promotional banks be considered as eligible implementing partners for EU-supported investments in resilience, preparedness and civil protection infrastructure at national and regional levels.

Duly responding to the increasing pressures of disasters and pandemics, the Union Civil Protection Mechanism and Union support for health emergency preparedness and response has as one of its objectives to increase supply of medical devices in the European Union, and fund procurement and stockpiling of medical countermeasures.

This document presents a strategic proposal for establishing the European Trade Indexes Registry (EUTIR) as a foundational trust infrastructure for EU digital trade. It outlines how EUTIR supports the EUs Multiannual Financial Framework (MFF) priorities by enhancing resilience, enabling the green and digital transitions, and improving crisis preparedness.
