The Swedish Association of Local Authorities and Regions (SKR) is in favour of existing European anti-discrimination legislation, but does not consider that the organisation and operation of national equality bodies should be regulated at EU level. The Association considers that already existing recommendations are sufficient and that it is the practical work at local workplace level that is decisive.

The European Commission proposal for a Council Directive setting out minimum common standards for Equality bodies represents a positive step towards the elimination of discrimination within the European Union. This instrument comes as a response to gaps and limitations in current legislative frameworks seeking to combat discrimination.

Malmö mot Diskriminering is an independent, non-profit organization that offers free legal advice for matters concerning the Swedish Discrimination Act. MmD welcomes the proposals intended to create binding standards for equality bodies and to improve the possibilities for individuals to get "access to justice". There is in Sweden an urgent need to give new legal impetus to such efforts.

A particular focus here is on creating an equality and non-discriminatory reality in the EU labor market. Within the European Union, there is still a significant regulatory gap between socio-political issues and economic policy.

The Equality Commission for Northern Ireland welcomes and supports the European Commission’s commitment to developing binding standards to strengthen equality bodies in Europe, building on its work to date. There is a clear need for ambitious legislation to ensure equality bodies are equipped to fulfil the range of functions necessary to secure greater equality for all.

The protection of fundamental rights, including the right to equal treatment, is not a matter of competence in the Belgian Federal State in itself, but an ancillary competence which must be linked to the principal powers. In other words, the authority competent to regulate a particular matter is the authority competent to combat discrimination in that area.

Equinet welcomes that, as announced in the EU Anti-racism Action Plan, the LGBTIQ Equality Strategy, the Disability Strategy and the EU Roma Strategic Framework for Equality, Inclusion and Participation, the Commission intends to present legislation to strengthen the role and independence of equality bodies.

Even though Georgia is not a Member State of the EU, the Office of the Public Defender (Ombudsman) of Georgia (which exercises the powers of Anti-Discrimination Mechanism through Equality Department) considers it useful to share its reflections on the roadmap as an EQUINET member. Equality Department finds it particularly important that the standards address the equality bodies’ mandate: grounds and fields.

The Federal Anti-Discrimination Agency welcomes the roadmap. The Agency fully agrees with its problem definition. Germany has not taken tangible measures to implement the 2018 Recommendation, even though FADA has pointed out a range of possible areas of improvement to the Federal Government.

The Austrian Ombud for Equal Treatment welcomes the Commissions initiative for binding standards for equality bodies. The Austrian Ombud is convinced that strengthening equality bodies through the areas identified in subsection B is key to making equality and non-discrimination a reality for all EU citizens.

With respect to the subsection C - Better regulation: Consultation of citizens and stakeholders, the NCPE suggests the inclusion of the European Commission Advisory Committee on Equal Opportunities for Women and Men, in view that the Committee regularly drafts and submits opinions on different areas of concern in the context of equal opportunities for women and men in the EU context.

Institution of Human Rights Ombudsman of Bosnia and Herzegovina is a national mechanism for the protection and promotion of human rights, but at the same time it is performing the function of the equality body and the central body for dealing with freedom of access to information and review of procedures of public appointments.
