Amending Regulations on agricultural products as regards market rules and sectoral support measures in the wine sector and for aromatised wine products

AREV congratulates the Commission on its collaborative work. The unprecedented crisis that is shaking the wine industry to its core calls for structural measures. AREV hopes that this wine package will mark the beginning of a new era for European wine production.

(1) we welcome the proposal to extend the validity of replanting authorisations to 8 years, as we wish to support winegrowers who may have to dilate in view of the various uncertainties facing the sector. We also welcome the decision to remove penalties for cases where authorisation times could not be respected and the possibility of planting should be waived.

FIVS acknowledges the announcement of the EU Wine Package, which outlines policy recommendations aimed at helping the EU wine sector address todays pressing social, economic, geopolitical, and environmental challenges. We strongly support that the European Commission be empowered to establish a harmonised system for the identification of QR codes that link to electronic labels (e-labels).

Thank you for the opportunity to comment, which we are pleased to take up together with our partner association, the German Federal Association of Wine and Spirits (BWSI) here and more detailed in the document attached: Article 1 Amendments to Regulation (EU) No. 1308/2013 Point 5(b) and Point 9: The inclusion of the terms "alcohol-free" and "alcohol-light" is welcomed.

The European Cancer Organisation (ECO), representing a wide network of professional societies, patient organisations and experts across Europes cancer community, welcomes the opportunity to contribute to the European Commission consultation on its proposed Wine Package. ECO stresses the importance of consumer awareness regarding the health risks of alcohol, including its established role as a carcinogen.

The vineyards of the Grand Est are generally satisfied with the proposals of the High Level Group. However, the Region makes the following recommendations: Planting/replanting rights The vineyards are in favour of extending the lifetime of replanting authorisations from 3 to 8 years.

We welcome the willingness of the European Commission to materialize its support to the wine sector by translating the policy recommendations adopted by the High-Level Group on wine last December into a concrete proposal aimed at helping the EU wine sector to address the serious challenges it is facing and to become more competitive.

Spain’s Agro-Food Cooperatives generally welcomes the proposal of 28 March amending Regulations (EU) No 1308/2013, (EU) 2021/2115 and (EU) No 251/2014 as regards certain market rules and sectoral support measures in the wine sector and aromatised wine products. We then put forward some changes that would improve the proposal and we attach the assessment of this organisation in a broader document.

EuroCommerce appreciates the European Commission's proposal for targeted measures in the wine sector, amending Regulations No. 1308/2013, 2021/2115, and 251/2014. We recognise the importance of adapting the regulatory framework to evolving consumer preferences and market trends, particularly concerning low- and no-alcohol products, aromatised wines, and digital labelling.

The Generalitat de Catalunya and INCAVI expressed their full support for the amendments proposed by the European Commission. However, they consider it appropriate to propose the following amendments to the reform proposal: Labelling: The term ‘light alcohol’ proposed by the European Commission for partially de-alcoholised wines should be replaced by that of low-alcohol wines.

Comments on the proposal: — Article 1 (5) amends Article 119(1) of Regulation 1308/2013 to allow the use of terms linked to products which have undergone total or partial de-alcoholisation. Currently, de-alcoholised wine and partially de-alcoholised wine are not product categories within the meaning of Annex VII, Part II, but the oenological practice is authorised.

French Chambers of Agriculture thank the Commission for this proposal, which aims to support the wine sector that is undergoing a period of major crisis. This package of measures directly reflects the recommendations of the High Level Group on Wine Policy, which is a good development. The crisis measures (green harvesting and distillation) introduced are short-term solutions that meet the challenges of the sector.

Anora Group Plc welcomes the proposed changes to open up the possibility of using de-alcoholised wine for Aromatised wine products.

Copa and Cogeca welcome the Commissions legislative proposal on the so-called Wine Package and recognise it as a timely opportunity to support the EU wine sector during a period of structural crisis and market uncertainty.

It is very positive that the Commission pays attention to the complex situation of a sector of fundamental importance for European agricultural economics. However, precisely because of this situation, in order to make the measures more effective, some additional openings should be made.
