Indeed, research and technology infrastructures are crucial, and meet many challenges. The proposed actions no doubt help to solve several of them. It seems to me, however, that one challenge is not solved. This is their long term financial sustainability. Each funding/investment/coordination/pooling round, namely, will (hopefully) grow existing infrastructure. Which is good!
