VTT fully supports the development of an European Biotech act harvesting the full potential of the Biotechnologies in bringing products and services to the market and enhancing European industry competitiveness.

Biotech Act II represents an important opportunity to strengthen Europes competitiveness in industrial biotechnology and biomanufacturing, including in sectors such as food, chemicals and materials.

We can contribute to the topic on energy consumption and emissions of heavy vehicle combinations. VTT Technical Research Centre of Finland LTD has done research on the emissions and energy consumption of heavy vehicle.

Europe needs continued investments and community building in security-focused topics. The European climate resilience and risk management initiative must benefit from cross-sector integration and deployment of emerging technologies. Long-term, collaborative innovation efforts are needed for the RDI in climate resilience communities and multi-disciplinary emergency and risk management as e.g.

Technology Infrastructures (TIs) and the continuum between RI-TIs is essential for increasing Europes competitiveness, strategic autonomy, and acceleration of industrial R&I for growth and well-being for our society.

I strongly support the European Commissions initiative to develop a strategic, pan-European approach to research and technology infrastructures. Recognizing these infrastructures as essential enablers of innovation, industrial competitiveness, and scientific excellence is both timely and necessary in todays rapidly evolving global landscape.

Women in research, innovation and startups continue to face persistent structural, cultural and financial barriers, even in highly gender equal Nordic countries. In RTOs, EU frameworks often prioritise linear academic career models, under-recognising applied research, project based work, industrial collaboration, technology development and co-creation.

VTT, the Technical Research Centre of Finland, provides deep-tech expertise, R&I infrastructure, and long-term innovation support under its national mandate to foster technology-driven business growth. VTT bridges research, commercialization and industrial scale-up. VTT, strongly supports the European Commissions update of the EU Arctic Policy.

VTT welcomes the Commissions forthcoming Advanced Materials (AMs) Act, which aims to strengthen Europe's competitiveness and strategic autonomy through AMs development and deployment.

VTT welcomes the ambition of the ERA Act to address persistent structural weaknesses that undermine the efficiency and impact of Europes R&I ecosystem. The proposed measures have the potential to strengthen European competitiveness and resilience, but their effectiveness will depend on addressing some practical gaps.

VTT Technical Research Centre of Finland welcomes the European Commissions draft End of Waste (EoW) regulation for recycled plastics. The regulations objectives strengthening market demand, reducing costs in the value chain, and ensuring protection of the environment and human health are essential for the growth of plastic recycling in Europe.
