The challenges noted in the Call for Evidencesuch as inconsistent funding, inequitable access, and limited collaboration across bordersare pertinent and commonly encountered in the research and innovation landscape.
We largely agree with the key challenges outlined in the strategy document. However, we believe that the needs of technology development zones and innovation centers operating at the local level should be made more visible and explicitly addressed. From our perspective, the most pressing challenges relate not to physical infrastructure, but to institutional capacity building and human resource development.

ESFRI is a great initiative that enjoys widespread acceptance among member states. However, its focus is primarily on large-scale research infrastructures and collaborations. At the same time, especially in the Central-Eastern part of Europe, such projects are almost non-existent at the host levelwith ELI being the only notable exceptionand member states in this region are typically involved only as hubs, at best.

The Commission's renewed initiative to develop a long-term strategy for the ERA is an important opportunity for Europe to enhance its research and technology infrastructures. The strategy must ensure that policies align with the values of public interest, democratic governance, and fairness in working conditions for researchers.
Please ensure that existing infrastructures are improved and that synergies are established and utilized through suitable existing meta-initiatives such as EOSC. Please do NOT initiate new structures, please improve the existing ecosystem! So much public money has gone already into the infrastructure ecosystem. The European Commission's initiative to formulate a renewed strategy for Research and Technology Infrastructures (RTIs) is a commendable and timely undertaking, recognizing their critical role as foundational pillars within the European Research Area (ERA) for advancing cutting-edge research and innovation.
Over recent years, many data infrastructures (DIs) such as data repositories and portals have emerged with overlapping functions, inconsistent FAIR compliance, and varying funding levels [1]. Given the planned/ongoing budget cuts in some countries, smaller or outdated infrastructures face sustainability risks, and their data may become dark/legacy data or be lost entirely without proper archiving or migration [2].
Indeed, research and technology infrastructures are crucial, and meet many challenges. The proposed actions no doubt help to solve several of them. It seems to me, however, that one challenge is not solved. This is their long term financial sustainability. Each funding/investment/coordination/pooling round, namely, will (hopefully) grow existing infrastructure. Which is good!
