In principle, an ambitious (compulsory) target for the share of renewable energy in gross final energy consumption is to be supported at EU and Member State level. The increased use of local/physical energy sources in buildings (especially heat pumps), as referred to in one of the actions of the Energy System Integration Strategy, is not the only way to increase the efficiency potential of buildings. In agglomerations in particular, there will also be a substantial need for central heating and cooling in future.

The SWM support the EU’s long-term decarbonisation objectives and support the strengthening of emissions trading. It has a steering effect with the CO2 prize and provides incentives for low-carbon investments. Due to its high cost efficiency, this market-based climate instrument is the most favourable option for reducing emissions. There is thus a clear signal for a rapid expansion of renewable energies.

The European Commissions ongoing review of the taxonomy legislation marks a pivotal moment for the future assessment of sustainable energy generation in Europe. Now is the time when key decisions are being made decisions that will determine whether climate-friendly technologies actually receive the regulatory support they need to expand. The draft proposals present both significant progress and remaining hurdles.

Stadtwerke München welcomes the European Commission’s objective, as defined in the Methane Strategy, to improve measurement, reporting and verification, and the detection and repair of leaks. It is right to adopt a holistic approach that looks at all sectors, all methane emission sources and all parts of the respective value chains and goes beyond the EU borders.

Some ambiguities still need to be addressed in the definition of high value datasets. It is not clear why the transfer should be free of charge in the case of high-quality data treasures. There are also costs in generating so-called high-quality data. It must therefore be possible to charge fees for the transfer to third parties.

Stadtwerke München welcomes the provisions made in the revised Renewable Energy Directive for the designation of areas with accelerated permitting procedures. This is an important step towards the further and faster expansion of urgently needed renewable energy plants. It is of great importance in the implementation that all existing renewable technologies are considered equally in the corresponding areas.
