Hello, I have 2 alternative proposals for simplifying and optimising public procurement: 1/a minimum to open the procedure with negotiation: conducting a restricted procedure unnecessarily increases the time taken to implement this procedure. 2/a maxima, authorise negotiation by invitation to tender. In this way, the greater the need for multiple types of procedures, simplification and accountability for all buyers!
