Key recommendations: - The knowledge triangle that the EIT model is based on should be reconsidered. It is essential to consider the role of public authorities, and specifically local and regional authorities, as facilitators of place-based innovation ecosystems. Functioning innovation ecosystems need to engage key stakeholders of the quadruple helix.
ERRIN's Blue Economy Working Group submits that water resilience cannot be achieved without recognising local and regional authorities as delivery partners. As managers of spatial planning, water utilities, agriculture and civil protection, they are closest to citizens and to the water-land nexus in practice, and are able to foster the implementation of place-based innovative solutions.
