The EITs knowledge triangle integration (education, research, business) is central to its value, fostering entrepreneur-ready talent and pan-European ecosystems. Uppsala University supports and endorses the comments submitted by The Guild. In addition, Uppsala University would like to highlight the following points: 1. Accessibility and legal compliance of educational activities: All educational activities offered by KICs should be structured in a manner that allows legal participation by all relevant stakeholders.
Akademikerne (The Danish Confederation of Professional Associations) welcomes the Commissions ambition to strengthen the European Institute of Innovation and Technology (EIT) and Europes capacity to translate research and knowledge into innovation. Europe needs strong links between research, education and innovation to strengthen its long-term competitiveness and its capacity to respond to societal challenges.
The main objective of EIT is to strengthen Europe's ability to innovate by linking education, research and business to create sustainable economic growth, jobs and solutions to major societal challenges. However, the scandal of EIT Manufacturing and its subsequent application for Liquidation demonstrates that EIT, and by extension the EU, does not support companies who want to invest, grow and innovate.
Views on the Future Development of the EIT (Hungarian Innovation Agency) The European Institute of Innovation and Technology should strengthen its regional presence, simplify the way its Knowledge and Innovation Communities (KICs) operate, and provide a more stable basis for long-term ecosystem services.
In 2024 weve won and in 2025 signed a contract with EIT Manufacturing for financing development of an advance solution for virtual testing of industrial exoskeletons. While we were working on the project EIT Manufacturing went under investigation by OLAF, all payments were suspended and finally EIT Manufacturing went into insolvency. Weve been left with the investment made by us and nothing has ever been paid.
We are a Nordic technology startup that has received funding through one of the EIT KICs. We strongly support the EITs mission and the role it can play in helping European startups develop, collaborate and bring innovation to market. Our experience of being part of a KIC community has been positive and valuable.
I amwriting on behalf of an Italian company, one of more than 200 grant beneficiaries across the EU owed an estimated 30 million following the failure of EIT Manufacturing after serious irregularities were identified. Despite our repeated efforts to secure a solution, EIT has consistently directed us to a liquidation process that the appointed liquidator has confirmed lacks the funds to pay our claims.
The key issues of the EIT and its KICs in terms of financial inefficiency, overly complex governance and administrative burden (for members, partners and participants), lack of transparency, overlaps and duplication with other instruments are well identified in this consultation and documented by other bodies (e.g. European Court of Auditors reports).
From the university perspective, the KICs have been successful in pushing forward innovation and building collaboration with industry and SMEs. The integration of education within their activities is unique. In our view, the main challenges are short-termism and a lack of transparency. We also see a risk that funding could increasingly be allocated based on widening objectives rather than excellence and best ideas.
We have been a vendor for 5+ EITs over the past 5 years. Over this time, we have observed time and time again how the EIT's often waste significant amounts of money on everything from events to services. Due to the funding structures of KICs, they are practically forced to spend as much of their annual budget as possible each year, in order to not lose it in the proceeding year.
We submit this reply to highlight how the next MFF can strengthen Europes innovation capacity and competitiveness by creating a more connected innovation ecosystem, in which different instruments, stakeholders and sources of finance contribute according to their respective strengths.
Membership needs a clear and measurable institutional value proposition. The future EIT model should distinguish more clearly between being a member of a KIC and receiving funding for an individual project. This becomes particularly important as KICs move towards greater financial sustainability.
RIS mainstreaming should be accompanied by measurable safeguards. Moving from dedicated RIS instruments towards mainstreaming can improve the integration of partners from less represented innovation ecosystems into the core activities of KICs. However, mainstreaming should not result in the disappearance of effective capacity-building support for these regions.
Financial sustainability should not undermine the education component of the EIT mission The objective of increasing the financial sustainability of KICs should not result in educational activities being assessed primarily according to their ability to generate revenue.
The increasing focus of KICs on market deployment, business creation and financial sustainability is understandable. However, it should not result in universities and research organisations gradually moving from the position of strategic partners towards that of service providers or subcontractors delivering expertise to initiatives designed elsewhere.
One important area for strengthening the impact of the EIT and its Knowledge and Innovation Communities (KICs) would be to establish, at EU level, horizontal guidelines and a common framework for the recognition of EIT education and training initiatives within higher education.

The EIT Manufacturing liquidation represents more than the failure of a single organisation. It exposes structural weaknesses in the governance, oversight and accountability arrangements underpinning the current KIC model. The Commission's consultation correctly identifies the need for stronger governance, greater oversight and improved financial sustainability.
I submit this feedback in a personal capacity, based on my practical experience of cooperation with EIT Health as a technology transfer professional. The most valuable aspect of EIT Health was international cooperation. It gave our technology transfer centre direct access to other technology transfer offices, universities, innovation intermediaries, companies and experts from across Europe.
We recommend that the revised EIT framework strengthen its role as the bridge between research, cross-border experimentation, market deployment and investment readiness. This is particularly important for horizontal innovations that cut across several sectors and KICs, such as trusted digital interoperability, verified trade and regulatory evidence, governed AI, supply-chain resilience and regulated finance.
I am the founder and CEO of smartFAB Srl, one of more than 200 grant beneficiaries across Europe owed an estimated 30 million following the failure of EIT Manufacturing amid identified irregularities. Despite our concerted efforts to secure a resolution, EIT has repeatedly directed us to a liquidation process that the appointed liquidator has confirmed cannot pay our claims.
As a representative of a public university with more than a decade of experience across several EIT initiatives and KICs, I would like to share a number of reflections on the future of the EIT ecosystem. The EIT has successfully created European innovation communities, strengthened collaboration between academia, industry and public organisations, and contributed to skills development, entrepreneurship and…
Revision of the EIT Regulation (Regulation (EU) 2021/819) and the Strategic Innovation Agenda (Decision (EU) 2021/820) Sploro (Splorotech S.L., Spain) is a GrantTech consultancy whose team has designed and managed EU-funded innovation programmes supporting the start-ups and SMEs the EIT is meant to serve, including Horizon Europe cascade-funding calls (Women TechEU, EmpoWomen or NGI Sargasso to name some).
EIT support has been extremely important for us and, in my view, it is one of the most important instruments for early-stage innovation in Europe. Without the funding and support we received through EIT, we may not have reached our current stage. One area that could be improved is the way the funding instrument is structured.
Operating as a National Contact Point across Pillar III and the wider Horizon Europe framework, and currently engaged through the NCP4EIT project, as an EIT Community partner, and as a prospective stakeholder in a new EIT-linked IPA initiative, we have identified several structural weaknesses in how the EIT engages with our ecosystem.
The European Public Service Unions (EPSU) consider the revision should focus on innovation for public services that support society. Europe's care systems face structural challengesstaff shortages, ageing populations, rising demand and unequal accessthat cannot be solved by technology alone.
This submission comes from a private business angel and advisor, not an institution someone who backs early-stage European ventures with her own money and time, across Women's Health, MedTech and CleanTech. The anchor case is a Swiss CleanTech company inspecting live water mains from the inside to catch damage before pipes fail, addressing a problem that costs Switzerland alone roughly CHF 75 million a year in…
ZABALA Innovation welcomes the opportunity to contribute to the revision of the EIT Regulation and Strategic Innovation Agenda. The revision should be used to clarify the role and added value of the EIT and its Knowledge and Innovation Communities (KICs) within an increasingly complex European research and innovation landscape.
EIT REGULATION / STRATEGIC INNOVATION AGENDA: CALL FOR EVIDENCE Ref. Ares(2026)7822228 Alan Ledwith, Founder & CEO, Umpireal Ireland Ltd Response to Questions 3 and 4, from direct experience as a pre-seed deep-tech founder.
The Czech Startup Association (ČSA) represents Czech startups, scaleups, and their investors and is a member of Allied for Startups. We agree with the problem definition. Our comments focus on what the revision must change for founders in a moderate-innovator country.
From the perspective of a higher education sector that is heavily involved in application- and transfer-oriented research, the sector of Universities of Applied Sciences (UAS) there is a need to strengthen Europes competitiveness through more effective innovation ecosystems and greater integration of the knowledge triangle.

Dear Sirs, I'm giving feedback based on multiple yrs operation as RIS HUB, but personally 10+yrs experience with EIT and multiple KICs. The objectives outlined in the Call for Evidence are broadly supported. Innovation ecosystems and the knowledge triangle Stronger integration of education, research and business should be based on a value-chain approach, where the business interests, roles and expected value for all…
Łukasiewicz Research Network PORT Polish Center for Technology Development welcomes the revision of Regulation (EU) 2021/819 on the European Institute of Innovation and Technology and the EIT Strategic Innovation Agenda for 20282034.
Making Europe the Preferred Home for Clinical Innovation Europe does not lack scientific talent, high-quality universities or early-stage innovation. Its weakness is the transition from invention to clinical validation, reimbursement and rapid scale-up.
Main issues that should be incorporated: Rigid academiaindustry career pathways; Higher energy costs vs. US/China; Disproportionate bureaucracy for biotech/pharma start-ups; Fragmented capital markets pushing EU companies to the US; Grants distribution (Matthew effect) Rigid career pathways between academia and industry.
Strengthening the EITs role in connecting innovation, skills and regional ecosystems The revision of the EIT Regulation and the Strategic Innovation Agenda for 20282034 provides an important opportunity to build upon the institutional framework established during the 20212027 period while adapting it to new technological, economic and regional challenges.
Europe's challenge is increasingly the failure to connect existing capabilities so innovations reach markets and scale. The EIT revision should strengthen this missing connective layer. Build around assets, not organisations. Europe has exceptional technologies, IP, data, laboratories, compute, infrastructure, regulatory expertise, distribution and talent, but they remain fragmented.
Overall we agree broadly with the issues identified; these are the cogent challenges facing the EITs. We recommend (focused on life sciences but generally applicable): 1. make EITs less inward-looking: by making the EIT eco-system a visible and accessible value chain mandated to support all-comers with promising technologies. If this was already the case, it was not adequately visible 2.
Closing the Adaptation Gap - Strategic alignment for the EIT Revision. The LeadaptX Research Initiative (a private association and research hub in Spain focused on human capital and technological adaptation) strongly welcomes the revision of the EIT Regulation. The EITs shift toward the "Choose Europe" ambition, entrepreneurial education, and early-stage innovation is vital for European competitiveness.
I´m writing this feedback as an ex employee of EIT Manufacturing who lost his job due the bankrupcy of the company. This should not have happened. People which have not been responsible for the situation suffered (employees, Startups, the whole innovation network, EITM was suppose to support). A new regulation should consider this and prevent this case.
- EIT / KIC project funding regulations especially the contractual framework is much too complex. - The current regulations on payback of funding based on a possible future valorisation of project results prevent industry participation as in most of the cases the results are only partial results that cannot be valorised by themselves. The revision of the framwork for EIT / KIC should avoid payback regulations
Subject: Evidence Submission - Project PHOENIX: Zero-Water Autonomous Fire Suppression for EU Climate Resilience Dear EIT Regulation Team, I am Tariq Ali AbdAlhameed Mousa, Aviation Electronics Technical Expert with 24 years of service in the Royal Jordanian Air Force. I submit evidence regarding the future EIT Regulation on climate innovation and disaster response technologies.
I submit this feedback on behalf of ROSI, a French industrial deep-tech company developing high-value recycling solutions for photovoltaic modules. ROSI is a strong believer in European innovation policy and a beneficiary of its success. European support, including through the EIC and EIT ecosystem, helped us move breakthrough recycling technologies from research to industrial reality.

Dear Colleagues, Regarding industry - why not counted the research, innovation smart minds category of non EU people in EU , graduated from EU or , as I am. External experts, counsels searching still the way to highlight the minds ?
Scope of this contribution This response submits methodological evidence on two capabilities that bear directly on the evaluation criteria of relevance, effectiveness and efficiency, coherence with other Union programmes, and European added value in the EIT Regulation and SIA revision. First, federated cross-border interoperability for distributed innovation ecosystems, including KICs and RIS regions.
We believe the EIT plays a key role in our innovation ecosystem, however, some reforms are needed to improve the efficiency of the EIT and it's KICs. We welcome the topical coverage of the KICs which align well with our RIS3 priority areas. 1) The ambition and budget of the Regional Innovation Scheme (RIS) should be increased.

Where a submission was filed in another EU language we show the English text the European Commission publishes alongside it, labeled on the quote; the original is one click away at the source.
