We welcome the Commission's proposed amendment under consultation, amending Council Directive 91/676/EEC as regards the use of certain fertiliser materials from livestock manure. It represents a first step towards enhancing the circular approach to manure management, with production of organic fertilisers and consequent reduction in the use of chemical fertilisers and dependence on imports of the latter.

The proposals for amendments put forward by the European Commission are a first response to the mobilisations that took place in February 2 024 in Brussels and to the desire to strengthen the role of farmers in the sector, especially in relation to their disadvantaged position. From an initial analysis, the document does not contain any significant criticism. However, with regard to national application and the other unfair practices recognised by the various Member States when implementing the Directive, combating such practices at transnational level by using the sole instrument of requesting information may lead to a reduction in supranational law enforcement.
