This proposal falls short of achieving true interoperability, openness, and digital sovereignty. While commending the initiative's goals, our feedback criticizes the proposal's inadequate integration of the Interoperable Europe Act (Regulation (EU) 2024/903), particularly its lack of a public interoperability assessment and commitment to open source principles.

If undertakings post workers to another Member State to provide a service there, they must submit a posting declaration at the request of the host Member State. Without these controls would be largely impossible because it would not be clear which posted workers are deployed in the country.

For craft companies in the Leipzig region, carrying out work in neighbouring countries such as Luxembourg, Austria and France has long been part of their daily business. However, the posting of workers involves a considerable amount of bureaucracy due to the wide range of national reporting and documentation require-ments.

The Chamber of Skilled Crafts and Trade in Koblenz represents the interests of around 21,900 member businesses from the northern part of Rhineland-Palatinate (Germany). We support the European Commissions proposal for a regulation on a public interface to the Internal Market Information System (IMI) for reporting the posting of workers, as well as the amendment of Regulation 1024/2012/EU.

I consider the proposed regulation “COM Prop Regulation EP+EC for public interface to IMI for posting of workers declaration + SWD” as a step towards greater transparency and better organisation of procedures. However, it will be crucial to ensure that new solutions take into account the real needs of smaller companies and do not become an additional administrative burden for our customers.

Feedback from the Dresden Chamber of Skilled Crafts on the proposed regulation to introduce an eDeclaration for the posting of employees A large proportion of ou member companies, which are located in the 3-country triangle of Germany, the Czech Republic and Poland, particularly in the construction and finishing industry, also operate across borders.

As an advisor to Polish SME companies posting workers to EU countries, I consider the proposed regulation “COM Prop Regulation EP+EC for public interface to IMI for posting of workers + SWD” as a step towards greater transparency and efficiency. However, the success of this initiative will depend on addressing the specific challenges faced by SMEs.

The proposed interface with the Internal Market Information System (IMI) and the related online portal for posting notifications is, in principle, positively assessed. It can contribute, on the one hand, to reducing red tape for business and, on the other hand, to better cooperation between the competent authorities of the Member States and thus to better monitoring and compliance with posting rules.

The member companies of the Schleswig-Holstein Chamber of Skilled Crafts operate across borders, particularly in Scandinavia. Having to comply with different reporting obligations when posting workers in numerous EU member states involves a great deal of bureaucracy for them. We therefore expressly welcome the introduction of the eDeclaration.

VDMA, which represents more than 3,600 German and European mechanical and plant engineering companies, is supportive of the Commissions proposal for a Regulation on a public interface connected to the Internal Market Information System for the declaration of posting of workers and amending Regulation 1024/2012/EU.
