As verifier for MRV, I would very much appreciate if this regulation, same as for FuelEU, would enter force at the end of a reporting year and not randomly within a reporting period ("This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.") as due to the vast complications this has on -what is a voyage -how will redistribution work…

PSA acknowledges the European Commissions efforts to take the concerns of private port terminal operators into account in its review of ETS Maritime. Specifically, PSA appreciates the measures and adjustments the Commission has made to prevent so-called carbon leakage, best defined as the loss of business for EU ports caused by shipping lines redirecting transshipment volumes to non-EU ports to avoid ETS duties.

Dear Members, we attach the comments of this Port Authority to this revised list. We welcome the inclusion of two new ports on the list, although in the first list we identified Turkish ports, which, in compliance with the conditions of exceeding 65 % transhipment, were not included, and we are now aware that no UK port has embarked on the list.
