Novelis welcomes the Commissions proposal for an Industrial Accelerator Act (IAA). If designed properly, the IAA has the potential to strengthen European industrial value chains, enhance competitiveness, and reduce exposure to unfair competition from third countries.
Novelis welcomes the European Commissions announcement to propose a European Critical Raw Materials Act and the intention to include policy measures specifically focused on boosting the EUs circularity of critical and strategic materials alike. In building EU strategic autonomy, we call on the Commission to recognise the strategic value of aluminium and the untapped potential of circularity to boost its supply.
Novelis is the world’s largest recycler of aluminium and the largest supplier of flat-rolled products made from recycled aluminium. Over the last decade we have invested heavily (over 600 million Euros globally) to grow our recycling capabilities, and we recently announced additional recycling investments of close to 400 million Euros. As a result, we use on average 61% of recycled material today.
Novelis, the global aluminium recycling and rolling company, welcomes the opportunity to answer to the consultation of the EU Commission on CBAM on emission methodology, free allocation adjustment and carbon price paid in third countries. Please find it enclosed.

Too much valuable aluminium scrap is leaving Europe and being utilized elsewhere in countries with lower processing costs, subsidized overcapacity and/or less advanced collection and sorting infrastructure. Every tonne of scrap leaving Europe is a missed opportunity for investment, competitiveness, and decarbonization. Europe must actnow.

Novelis is pleased to contribute to the consultation launched by the Commission on Article 26 of the Critical Raw Material Act (Regulation 2024/1252), regarding the identification of products and waste streams with high potential for critical raw material recovery. Novelis welcomes the proposed Annex I as a strong starting point.
