The ITD is pleased that the Commission sees European Modular Systems (EMS) as an effective way to reduce both fuel consumption and CO2 emissions from trucks, and that it is essential for free movement and the green transition that they can move freely across European borders.

Combined transport: support framework for intermodal transport of goods; calculation of external costs savings and generation of aggregated datafiled 5 Feb 2024source

Condition for the application of the combined transport rules: It appears that, instead of applying the current requirements (minimum length/closest to suitable railway terminal), a reduction of 40 % compared to external costs must be met in the future. This requirement may seem difficult for both the transport undertaking and the purchaser of transport.

In the context of this consultation, the ITD will provide some general comments. The ITD recognises and supports the fact that support may be useful in certain areas and that it may even be a prerequisite for adequately supporting the green transition.
