Condition for the application of the combined transport rules: It appears that, instead of applying the current requirements (minimum length/closest to suitable railway terminal), a reduction of 40 % compared to external costs must be met in the future. This requirement may seem difficult for both the transport undertaking and the purchaser of transport.

Updating the intermodal transport support framework is essential. The proposal aims to provide a coherent intermodal transport support framework as, so far and according to the REFIT evaluation, this framework has had an insufficient impact. The proposal includes three provisions to promote intermodal transport in general: All intermodal transport is exempt from authorisations and quotas.
