The following encompasses the Norwegian Industrial Forum for Space Activities (NIFRO) feedback on the draft regulation establishing the EU Secure Connectivity Programme. The Norwegian Industrial Forum for Space Activities (NIFRO) is the national industry organization of the Norwegian space industry.
CGI welcomes the European Commission’s Proposal for a Regulation “establishing the Union Secure Connectivity Programme for the period 2023-2027”. CGI is a member of ASD Eurospace and Galileo Services, and a long-term trusted partner of the European Commission and the European Space Agency in several national and international aerospace and defence projects.
Eutelsat welcomes the issuance by the European Commission of the Proposal for a Regulation establishing the Union Secure Connectivity Programme for the period 2023-2027 (hereinafter the Regulation) and is pleased to hereafter provide its views in the attached document.
The Norwegian Defence and Security Industries Association (FSi) welcomes the proposal to establish a Europe wide private-public partnership to develop and implement a secure and resilient global connectivity capability by 2028.
On February 15th 2022, the European Commission issued its Proposal for a Regulation “establishing the Union Secure Connectivity Programme for the period 2023-2027”, responding to European strategic needs, already raised in the Eurospace October 2021 Position Paper “Industry Manifesto for a Resilient Satellite System for Secure Connectivity…to Make Europe Fit for the Digital Age” As already stated in October 2020…
We "Europeans for Safe Connections" are very concerned with this initiative. The principle of minimization of objects in space must be instituted, limiting deployments to essential uses which will benefit humanity and not commerce and race. Satellites are resource demanding, ozone depleting, environment polluting.
Telesat welcomes the opportunity to comment on this Inception Impact Assessment on the Establishment of a EU Space-based Global Secure Connectivity System issued by DEFIS, and applauds the EU’s initiative to consult on the optimal pathway to do so.
Eutelsat welcomes the issuance of the Inception Impact Assessments on the EU Space-based Global Secure Connectivity System (hereinafter the System) and is pleased to hereafter provide its views. We strongly believe that the future EU autonomous and secure infrastructure for connectivity will be an accelerator of the EU digital transformation and a booster for competitiveness. Our feedback focuses on 4 aspects. 1.
ESOA is pleased to offer the following thoughts on the EC’s Inception Impact Assessment concerning the ESSCS and thanks the European Commission for consulting on this important topic: ESOA represents 22 satellite operators with investments in multiple systems across all orbits. Satellite operators by far hold the most experience in successfully commercialising satellite systems for connectivity worldwide.
OneWeb welcomes the opportunity to submit the following feedback regarding the Inception Impact Assessment on the Establishment of an EU Space-based Secure Connectivity System. The benefits of broadband internet extend across all sectors of the economy, making it one of the primary engines of growth. A robust digital infrastructure backbone is the critical component to allow industries and communities to flourish.

Its satellite fleet provides video and connectivity services, including broadband, mobility, backhaul and other added-value solutions for governments and companies in Europe, the Americas and North Africa.
The European space manufacturing industry, represented by ASD-Eurospace, strongly supports the ambitious and ground-breaking space-based secure connectivity initiative proposed by the European Commission. In the current global context, the European space Industry concurs with the Inception Impact Assessment in terms of objectives and expected positive impacts on the economy, society, environment.

Arianespace welcomes the Commission’s Secure Connectivity Initiative. ArianeGroup and Avio, the Prime manufacturers of Ariane 6 and Vega-C, are fully supportive of Arianespace’s preparatory activities for the initiative, and are joining its feedback to the impact assessment. EU needs a sovereign and highly-secure space-based connectivity system.

Airbus would like to thank the European Commission for organizing this consultation and is strongly supporting the ESSCS initiative. Airbus is a world leader in space and security. In the fields related to secure connectivity, Airbus (i) designs and manufactures all types of telecommunication satellite systems (ii) operates secure telecommunications systems and services, and (iii) pioneered innovative PPP’s models.
>>Challenges: GISAD welcomes the EU Commission's initiative to establish a space-based system for secure communications. Even though the threat environment is constantly changing, there are some basic prerequisites for sustainably increasing cyber security. GISAD believes that promoting individual components such as a space-based system is the wrong way to go.
It is important to establish a public support scheme for 5G deployment in depopulated areas, which is a great opportunity to break the digital divide. “5G is not only the new paradigm for wireless communications, but will be the essential technological component in the digital transformation of society and the economy in the most advanced countries over the next decade.
