We are a central purchasing body for, among other things, school administrations and we represent their interests. A number of concerns about Directive 2014/24: Could there be more attention to smaller procurers with a private legal form? They are not classic public authorities and lack budget, staff and time to meet the many public procurement obligations.

The main need for the amendment of the Public Procurement Directives is simplification of the rules and greater speed in procurement. On the other hand, it is necessary to limit the action of own resources. In forestry, they remove more than 50 % of the market. They also absorb a high percentage of the EAFRD Fund. Their action would have to be fully restrictive for emergencies or when the market cannot respond.

Digital Transformation & Data-Driven Procurement Mandatory e-Procurement and Interoperability: Future procurement systems should leverage structured data standards (eForms) and ensure interoperability across platforms. Linking procurement data with beneficial ownership, tax, and spending datasets will enable advanced analytics and AI-driven risk detection.

Need for a clearer definition of innovation in the context of public procurement. Currently, the interpretation of "innovation" in public procurement varies significantly across EU Member States, which hampers the comparability of innovative procurement indicators and practices. In some countries, only entirely new or substantially improved products, services, or processes are considered innovative.
The Stockholm Region is responsible for healthcare, public transport and regional development in Stockholm County. The mission also includes contributing to cultural life. Since the last revision of the EU public procurement directives, among other things, the pandemic and the changing external environment have had a major impact on public purchases.

Transparency, clear rules, effective controls would be desirable. Fair trade definitions that do not favour brands or labels, in particular to ensure that those to be protected and promoted are not discriminated against by claims in terms of terms of reference.
