Mid-term evaluation of the LIFE programme 2021-2027

Separate application forms for LIFE Action and NGO operating grants We are writing to propose the development of separate application forms for LIFE Action grants and NGO operating grants. By simplifying the application process and aligning it with the unique requirements of each grant, applicants will experience reduced burden when writing the grant.

General objective: We strongly recommend to reinforce the use of the Nature-based Solutions (NbS) across the LIFE programme to guarantee high-quality interventions both for nature and people. While the specific priorities of the LIFE Nature and Biodiversity sub-programme includes NbS and ecosystem approaches, this approach is missing in the general objective and the specific objectives of the other sub-programmes.

Funding through LIFE is highly efficient: investing through co-financing projects pays off many times over, in the form of enabling ecosystem services, job creation and improving environmental democracy. LIFE has made a significant contribution to saving species from extinction, such as the Spanish Imperial Eagle.

The Agency for Nature and Forests welcomes the opportunity for a mid-term evaluation of the LIFE programme. The LIFE programme remains an excellent instrument to strengthen the implementation of the Flemish and European environmental policies on the ground, mainly through the Standard Action Projects (SAPs) of the LIFE nature and biodiversity and the climate mitigation and adaptation subprogrammes.

As the only EU programme dedicated to environmental and climate actions, RREUSE believes the LIFE Programme should further reinforce the EU objectives of a socially fair and just green transition. The RREUSE network of social enterprises active in re-use, repair, and recycling activities are an example of actors advancing an inclusive and climate-resilient circular economy.

The Energy and Climate Agency of Flanders (VEKA) aknowledges the contribution of LIFE-projects to the energy and climate goals of the EU. We also believe that the LIFE Clean Energy Transition (CET) subprogramme is a positive addition to the LIFE programme.

The opinion concerns the sub-programme LIFE Nature and Biodiversity: During the planning of the LIFE Multi-Annual Work Programme 2025-2027 and the LIFE Regulation for the next financial period, we ask for a review and modification of the cost allocation between project types in order to increase the envelope of the traditional type of projects of high interest and to allow the annual share of all Member States.

As a coordinator of several (preparatory) LIFE projects, the European Landowners Organization is thankful for the LIFE fund which makes change in the field possible and has proven to be of immense value for nature progress and our environment. Requirement to translate project outcomes into policy language The LIFE fund has the unique position to bridge the gap between the field and the policy level.

Born Free welcomes the opportunity to respond to the Call for Evidence for the mid-term evaluation of the EU LIFE programme 2021-2027. Our input relates specifically to the LIFE Nature and Biodiversity and LIFE Climate Change Mitigation and Adaptation sub-programmes, recognising the clear link between nature and biodiversity protection and climate change mitigation.

Within the context of the RePowerEU plan, biomethane has been identified as a key technology to increase the energetic autonomy of the EU and reduce its exposure to volatile gas prices. We therefore welcome the possibility to give our opinion on the new calls under the Clean Energy Transition sub-programme. Our inputs is in the attached file.

The LIFE programme is an extremely important tool to support the delivery of the Green Deal. It makes a particularly unique contribution in the context of species conservation measures relevant in the context of the EU Birds and Habitat Directives. In addition, the LIFE programme also provides valuable support to environmental NGO networks.

We would welcome more transparency in project evaluation (more predictable for applicants) – i.e. the feedback provided by the European evaluator towards applicants should be: in our view, a clear description of what was missing/not stated – a description of what the evaluator expected and did not find in the project – expressions such as insufficiently described, too general, etc.

Life is the best instrument for environmental and climate action projects among all EU funding programmes. It is particularly important for civil society actors. In the field of nature and biodiversity, it is the only programme that has proven to have contributed to the implementation of Natura 2000 and to the improvement of the conservation status of protected habitats and species.

Rijkswaterstaat, part of the Dutch Ministry of Infrastructure and Water Management, participated in several LIFE proposals and projects. In general, we find the LIFE Programme inspiring and useful. A lot of new knowledge can be developed and the network can be expanded.

We consider the LIFE programme to be a very suitable initiative that complements and reinforces the actions of Horizon Europe, as well as Interreg and the Innovation Fund. We find the calls under it to be extremely relevant to the Heat Pump sector and to the energy transition as a whole.

The NABU local group Annweiler/Hauenstein and the local municipality of Dernbach in Pfalz participated in the Life-BioCorridors programme in the Pfälzer-Wald/Nordvogesen Biosphere Reserve. The aim of the programme was to connect biotopes and promote biodiversity. Concrete measures were measures to keep open and maintain or maintain meadow orchards.

2 points of feedback: — the chances of success of LIFE proposals are very low compared to other EU Funding programmes, so many interested parties find the threshold very high, even if there is little evidence to gain additional insight and knowledge to improve the quality of project proposals, e.g. through feedback mechanisms.

The programme is well structured, but it is not conceivable to set deadlines on 6 September for CALLs that require the presence of partners and stakeholders working in the public.
