Nucleareurope, the Brussels-based Association representing the European nuclear industry, welcomes the European Commissions evaluation of the two core Euratom instruments governing radioactive waste management and shipments. From the perspective of the European nuclear industry, both Directives remain fit for purpose.

We, the 12 undersigned European environmental NGOs, welcome the opportunity to submit our suggestions for amending the Nuclear Waste Directive. This Directive is per se a valuable driver for improvement of the management of spent fuel and radioactive waste in the EU, but it has some shortcomings.

In DeepGEO Finlands opinion both the existing radioactive Waste Directive and Shipment Directive remain effective overall. However, there are some areas which would benefit from being updated. For the Waste Directive, the whereas section might note more recent developments such as: - the EU HARPERS project (concluded 2025) and its main findings.

The European Association of National Metrology Institutes (EURAMET) is the Regional Metrology Organisation (RMO) of Europe with 38 member countries. It promotes European co-operation in the field of metrology for the development and application of measurement science and standards, and a globally recognised measurement infrastructure.

We welcome the opportunity to comment as part of the ongoing evaluation of Directive 2011/70/Euratom (the Directive). The Directive is in itself a valuable tool for improving the management of spent nuclear fuel (SWF) and radioactive waste in the EU, but it has significant shortcomings in its practical application, as experience in the Czech Republic shows.

The initiative will assess: Council Directive 2011/70/Euratom establishing a Community framework for the responsible and safe management of spent fuel and radioactive waste and Council Directive 2006/117/Euratom on the supervision and control of shipments of radioactive waste and spent fuel. Nuclear Medicine Europe represents the nuclear medicine and radiopharmaceutical sector, which annually benefits over 10 million European patients through diagnostic and therapeutic procedures. We welcome this evaluation and emphasize that medical radioactive waste differs fundamentally from nuclear energy waste in volume, half-life, handling conditions, and risk profile.

Lifesaving nuclear medicine should be regulated with the same rigor as other nuclear activities, but not in the same way. IRT Wrocław (Poland) The European Commission, in its document (COM(2024) 197 final), summarized the implementation of Directive 2011/70/EURATOM. However, this document ignores the issue of exporting radioactive waste to third countries, which can be implemented by EU countries (EC Recommendation 2008/956/Euratom).
