I am a sole trader (small e-commerce) As a result of the obligation to appoint an authorised representative for Extended Producer Responsibility (EPR) in cross-border sales, I have on 12 August. All EU countries (except D) blocked as supplier country. This is completely at odds with the EU’s free internal market! This authorisation for each EU country is not financially viable for small traders.

PPWR of 12.082026 Dear Sir/Madam, the EU Packaging Regulation has been applicable since 12 August 2026. As the operator of a newly established, small online retail business, I am particularly critical of the introduction of the planned implementation of the PPWR producer registers.

Dear Sir/Madam, I would like to inform you that the new packaging rules are not in order. As a solo self-employed person with a small ebay shop and low turnover, I do not feel able to continue offering international shipping. I make up 95 % of shipments within Germany using packaging material that I have already used and have been licensed to use for packaging for several years.

We are a small shipping company for used motorcycle parts. Since 12 August 2026, we have NOT sent more to other European countries. Neither the burden nor the costs would be tolerable for us. That’s not the idea of Europe? Right? Harms the fact that the European Union does not seem to have an interest in the fate of small businesses.

This scheme is a catastrophe for small online traders like me: I send it almost to all EU countries, but sometimes only small turnovers of a few 100 per year. If I had to register with an agent in all these countries, this would cost me a number of 1000, disproportionate to the turnover achieved in each country.

Subject: Opinion on the PPWR from the point of view of a small business As a small business, we reject the currently planned implementation of the PPWR. In particular, the obligation to appoint an authorised representative in each EU Member State and to pay additional fees results in a disproportionate financial and administrative burden. The resulting costs are disproportionate to the returns in many countries.

As a small/medium-sized enterprise, we generally welcome the objective of harmonising extended producer responsibility schemes across the EU and creating uniform formats for registration and reporting. A single procedure can indeed help to reduce the current patchwork of 27 different national requirements.
