As the owner of a small enterprise, I welcome, in principle, any attempt to standardise the registration and reporting obligations under Article 44 of the PPWR. However, the current draft harmonises only the format of the notification. It does not change the underlying structure of the national registers, the obligation to register in each Member State and the related subsequent costs.

As a small business, I call on the European Commission to abolish the authorised representative rule in the EU Packaging Regulation or at least to make it voluntary. The planned implementation of the Extended Producer Responsibility (EPR) from August 2026 poses existential challenges for small businesses, crafts and local producers.
