Dans le cadre dune économie circulaire il faut absolument éviter le gaspillage insensé de ressources qui consiste à produire des biens pour ensuite les envoyer en destruction sans même quils aient servis. Linstrument de la TVA doit contribuer à décourager lenvoi en destruction. Ce nest pas le cas actuellement, du fait que lenvoi en destruction nest pas considéré comme une livraison imposable.
