There must be exemptions from full grazing for dairy cattle and cattle holdings. The word ‘full’ must be removed from the law. Holdings which, for structural reasons, cannot carry out grazing or which individual groups of animals cannot graze, need a perspective. The grazing principle should be interpreted as follows: Grazing, where possible, otherwise access to open-air areas and roughage.

There must be exceptions for (dairy) holdings which cannot comply with the grazing requirement for structural reasons! For the other holdings, it should also be sufficient if each group of animals has access to grazing for a few weeks in the course of a year.
