The EU Arctic policy set out in the EU Joint Communication on a reinforced Arctic Policy (2021) remains relevant for peaceful and constructive dialogue and cooperation in a changing geopolitical landscape; to address the ecological, social, economic and political challenges arising from climate change and to support the inclusive and sustainable development of Arctic regions.

Spanish Ministry of Agriculture, Fisheries and Food welcome the initiative of this delegated act. However, we propose the following changes that could help to promote circular economy by safely using manure derived products, without endangering the environmental targets set by the EU, specially, those referring to the Nitrates Directive. 1.

Fishing and aquaculture activities play a strategic role in food production. Therefore, in order to address a revision of the Marine Strategy Framework Directive, we consider it essential that the Common Fisheries Policy be taken into account, so as to ensure compatibility between environmental and fisheries regulations and sustainability in its three aspects, environmental, social and economic.
