Vehicles are designed and equipped with very advanced technology in order to last in time for many years (in average 13 years). Vehicles are already reliable and durable products which provide value for money to consumers and prevent the overuse of resources and waste.

BEUC welcomes the proposal for a Directive on common rules promoting the repair of goods (COM(2023)155). However, in our view the proposed measures will be insufficient to ensure that a proper right to repair is introduced for the European consumers. Several improvements are still needed (for additional details please see the attached document).

BEUC regrets that the level of ambition aimed at in the preparatory studies and the Commission impact assessment has not materialised in the legislative proposal. This is particularly damagin in terms of good governance.

CECRA welcomes the initiative of the European Commission for sectoral legislation on access to vehicle data, functions and resources. With the introduction of the draft Data-Act on February 23rd, 2022 “COM (2022) 68 final; 2022/0047 (COD)” on access to data, the Commission has setup a positive framework to build on the sectoral legislation for the Automotive sector.

BEUC reaffirms the urgent need for a strong regulatory framework on access to vehicle data, functions and resources. The problems are well identified and have been presented to the Commission on several occasions, notably during a wokrshop on 17 September 2021. We provide a detailed feedback in the document attached.
