EU consultation

State aid rules for public service broadcasting - Evaluation

12 submissions from 12 organizations told the European Commission what they think about this file. Here is what each of them said, in their own words.

The Commission lists 130 submissions on this file. Shown here: the 12 from organizations. Not shown, by design: submissions from private individuals, which we never publish, and anything filed since our last weekly refresh.

Who showed up

6 submissions from industry — companies and their trade associations — against 2 from civil society: NGOs, consumer organizations, environmental groups and trade unions. That is 3 industry submissions for every one from civil society.

Industry 6Civil society 2Public authorities, academia, other 4

Groupings use the respondent type each organization selected when filing. Counting submissions, not organizations — a body that filed twice is counted twice.

From the point of view of EU law, in particular in the light of Articles 106(2) and 107 TFEU, there are serious doubts as to whether the current German model can still be justified as a proportionate exception to…

For the European Federation of Journalists (EFJ), independent public service media is incresaingly important for Europe's citizens to have access to information. In times of growing disinforrmation, media concentration and platformisation of media it is urgent to have transparent and sustainable funding for PSM, which must exist along a pluralist media landscape together with private media.

The Broadcasting Communication of 2009 clarified the complex application of State aid rules for Public Service Media funding. It acknowledges the competence of the Member States to define and finance the remit in full transparency. EPC believes that the Broadcasting Communication is still fit for purpose. Provisions are clear and simple enough, offering the necessary flexibility. They dont need to be reviewed.

Method. Every quote is verbatim from the organization’s own submission to the European Commission, trimmed to its opening passage and never summarized by a model. Where a submission was filed in another EU language we show the English text the European Commission publishes alongside it, labeled on the quote; the original is one click away at the source. Groupings use the respondent type the organization itself selected when filing. We deliberately do not label anyone “supportive” or “opposed” — you read what they wrote and draw your own conclusion. Organizations only, never individuals. Reused under Commission Decision 2011/833/EU; the European Commission is not liable for this reuse.
