The VCI supports the Commission’s objective of countering the threat and risk of terrorist attacks involving chemicals. The chemical industry has long been engaged in the peaceful, legal use of chemicals, which are essential for the processes of the industry and its customers. We are firmly opposed to the illegal misuse of chemical substances.

Although most of the European chemical industry manufacturers use distributors to supply chemicals to end-users in consumer markets, they feel obliged to ensuring the security of chemicals across the entire supply chain.

Feique notes that the Commission strives to improve the security situation in the European Union and proposes further initiatives and options to minimize the misuse of ‘high-risk chemicals’ for terrorist or criminal purposes and welcomes the opportunity to provide feedback. However, as the names of the proposed substances have not been revealed yet, detailed comments are not possible at this stage.

In order to be able to correctly reflect the perspective of all those potentially involved, I believe that it needs to be made clearer for which groups of chemicycles are a cause and concern. In the call for evidence the scope of high-risk chemicals is not well defined. Therefore we cannot assess the impact on our company and on chemical industry in more general terms. First proposal: provide a concise lis of chemical substances that are targeted to become in scope of a potential future regulation.
