YouthProAktiv welcomes the evaluation of the Council Recommendation on individual learning accounts. In a labour market shaped by digitalisation, the green transition and changing skills needs, access to continuous learning is increasingly important.
AGE Platform Europe welcomes the potential of Individual Learning Accounts (ILA's) to strengthen lifelong learning and empower individuals to develop their skills throughout their lives. ILAs must be genuinely inclusive and accessible to people of all ages.

CEOE fully endorses the European Unions objectives regarding lifelong learning, employability and the adaptation of skills to the digital, green and demographic transitions. Lifelong learning is an essential tool for enhancing peoples opportunities, promoting professional mobility and contributing to a more productive, competitive and inclusive economy.
As regards your concept of lifelong learning for adults, we find this idea interesting, but we do not consider it as extraordinary: 1. Discrimination: in practice, this idea discriminates against the very people you want to prepare for a constantly evolving labour market. The roadmap presented focuses on courses for professional development and retraining with a maximum duration of 12 months.

The Individual Learning Accounts initiative represents an important step towards strengthening lifelong learning across Europe. However, I believe its full potential cannot be achieved through 27 separate national systems.

Slovak Republic welcomes the evaluation of individual learning accounts as an important opportunity to take stock of the implementation of this instrument across Member States and to identify practical lessons for its further development.
The objective of increasing participation in adult learning and reducing skills gaps is strongly supported. Lifelong learning is essential for improving productivity, resilience and economic competitiveness across all sectors.
I would like to give my testimony as a beneficiary who wished to mobilise his training account in the context of retraining. The principle of individual learning accounts is an important step towards lifelong learning. However, my experience shows that, in its implementation, this scheme does not always meet the real needs of people engaged in retraining.
