ILDN represents Ireland’s 49 Local Development Companies (LDCs) that deliver LEADER and other EU/national initiatives.Until the last decade, Ireland was a forerunner in applying LEADER specificities - there has been slippage due to government policy but a strong commitment remains in LDCs/civil society. ILDN contends that the specificities offer an appropriate framework for the evaluation of LEADER.
There is no doubt that LEADER/CLLD through the bottom-up approach enables Europe to be brought closer to citizens by developing integrated multi-sectoral strategies focusing on partnerships, networking and cooperation.

ELARD welcomes the initiative that will assess whether the common agricultural policy has helped improve socio-economic aspects of territorial development. REDR welcomes the initiative-feedback on the Roadmap for rural development-, and we will clearly point out that LEADER and LAGs has helped to improve socio-economic aspects of territorial development. In consequence, we want to highlight that Local Action Groups are considered essential tools in rural areas for social cohesion and in revitalising these areas.
The LEADER methodology applied to the development of local development strategies is key to economic diversification in rural areas. LEADER regions have an important role to play in sustainable regional development: The local strategy breaks down EU development goals to the local level. In this way, regional priorities will be operationalised within the EU target. Management can implement this strategy in the long term and connect local actors on a permanent basis. LEADER i.e. in practice the Local Action Groups (LAG + FLAG for fishing), have been instrumental in improving the image and quality of life in rural areas in terms of susutainable approaches and activities. The LEADER principle is pivotal in its bottom-up approach, and represents one of the few policy-instruments available to local, democratically based initiatives.
LAGs have an important role to play in the European strategy. It is necessary for Europe to accompany the LAGs and to make it clear to the Member States and in turn to the regions that they are genuine intermediate bodies and that, in view of the positive experience with the regions, they can be the agents of the multi-fund.

The recognition of the intermediate/CLLD/LAGs body (where this is also recognised under public law) is not well known and cozza with the local legislation (TEUELL, etc.), especially when it concerns PPP and the management possibilities of the ESI Funds.
