As a member of the CSFD, Fedito Bxl, the federation of the drugs and addictions sector in the Brussels region, welcomes the renewed and upscaled mandate for the EMCDDA. Its role in providing solid scientific data on drug-related matters cannot be overstated, and as such the EMCDDA is a critical actor in the development of evidence-based policies and interventions in the field of drugs and addictions.

Metrc appreciates the opportunity to provide comments on the proposal for a regulation on the EU drugs agency. Metrc is a U.S.-based company offering the leading solution for cannabis governance through track-and-trace technology, which centrally records inventory, test results, and movement of cannabis plants and products.

As the Droghe Forum Association, we think that the EMCDDA has always been an important, scientifically valid source aimed at improving Europe’s and the Member States’ ability to take effective and appropriate action on the phenomena of substance consumption in the light of changing scenarios and consumption styles.

UNAD, founded in 1985, is an umbrella organization integrated by 207 ngos from Spain that work in the field of drug demand reduction, Including prevention, early detection and, intervention, risk and harm reduction, treatment, social reintegration and recovery of drug users and its families.

The EMCDDA has a 30y history by now and in many ways the EMCDDA was very helpful for many European decisions, development of action and strategy plans. The focus always lied on demand and harm reduction. In this context we cooperated in particular on demand and harm reduction strategies in general and in particular in prison settings.

Correlation-European Harm Reduction Network (C-EHRN) welcomes a renewed mandate for the EMCDDA. The EMCDDA plays a crucial role in collecting and analysing reliable data and in building and promoting evidence-based interventions in the field of drug demand reduction.

The International Drug Policy Consortium (IDPC) is a network of +190 NGOs – including dozens of European NGOs – that seek to reform drug policies in order to advance social justice and human rights. IDPC welcomes a renewed mandate for the EMCDDA, as it plays a critical role in supporting evidence-based drug policies across the EU, and more broadly globally.

As a member of the CSFD, Fundación Fad Juventud welcomes a renewed mandate for the EMCDDA, as it plays a critical role in collecting and analysing reliable data and in facilitating the development and implementation of evidence-based drug policies across the EU. A stronger, well-funded agency is therefore to be applauded.

The International Drug Policy Consortium (IDPC), a network of over 195 NGOs promoting drug policy reform on the basis of public health, human rights, and social justice, welcomes the opportunity to provide feedback to the Inception Impact Assessment concerning the revision of the mandate of the European Monitoring Centre for Drugs and Drug Addiction Agency (EMCDDA or the Agency). 1.

The European AIDS Treatment Group (EATG) is a patient-led advocacy NGO that defends the treatment-related interests of people living with or affected by HIV/ AIDS and related co-infections within Europe. Founded in 1992, the EATG is a network of more than 180 nationally-based members from 47 countries in Europe.

EMCDDA’s work and publications are highly needed and useful at a national level to promote evidence based knowledge, best practices and strategies to implement efficient actions and to improve the way all communities can cope with all types of drug issues. A public health focus shall be at the centre of all the other possible focus.

Finding: According to the WHO, alcohol is responsible for one million deaths per year in Europe (WHO region — 53 countries), caused by cardiovascular disease, violence and suicide, involuntary deaths (falling, drowning, road accidents), diseases (cancer, cirrhosis), etc. At EU level, very few data are available on harmful alcohol consumption and their effects.

Having no formal but frequent contacts with the EMCDDA since its inception I can confirm that it has achieved a position of a hub of excellence in Europe and offers the information which is factual, objective, reliable and robust. The information gives a comparative perspective which is very useful for scientific and policy purposes at the European and national levels.

Pompidou Group Secretariat Feedback on the revision of the mandate of the EMCDDA The Pompidou Group Secretariat highly values the cooperation with the EMCDDA, on the basis of the 2009 MoU signed between the two institutions, whose appendix has been updated in February 2020. It therefore supports options which would strengthen the EMCDDA's role and relevance, and open new prospects for synergies.

We expect that the findings of the EMCDDA evaluation will be taken into account when reviewing the EMCDDA responsibilities. Also, we really hope that, even if new responsibilities are added, the current work done by EMCDDA remains funded, at least at the current level..

During the last two decades the Centre for Interdisciplinary Addiction Research of the University of Hamburg (ZIS) has been involved as a scientific coordinator or cooperating partner in various EU projects on illicit drug use.

I am writing on behalf of Dianova International, an international NGO based in 19 countries in 4 continents. We work in the fields of health and social care. In the field of drugs we have been providing treatment and prevention service for almost four decades. We work at the grassroots and advocacy level. Dianova heavily relies on the EMCDDA’s work.

The European Monitoring Centre on Drug Addiction should be responsible for ensuring good practice at the level of research, prevention and care of drug addiction, moving away from strict monitoring of drug trafficking, as this task should be left to the hands of the police structures of each country and of the inter-pol.
