The proposed classification of titanium white is premature in the light of the enormous socio-economic impact and the limits of toxicity studies. 1 The classification is based on laboratory testing in rats with exposures to immature high concentrations for a long time. These conditions lead to overloading of the lungs if natural treatment can take place.

I comment on the proposal for classification of TiO2 as a Category 2 Carcinogen – Inhalation Route. TiO2 is a naturally occurring substance with a long history of safe use in a wide variety of industries ranging from paints to cosmetics to medicines. Within the Paint industry (which consumes ~80% of TiO2 production) it is used as a pigment conferring excellent opacity & durability to paint.

My company, PPG, is a leading, global manufacturer of paints, coatings and specialty materials, with over 14,000 employees in the EU.
Besides the obvious and enormous social and economic impact that the implementation of the proposed Classification of TiO2 to Carcinogenic Cat.2 will have within the EU and its citizens, this decision represents also a major hit to a science-based approach to consumers exposure risk and occupational hazard.
