Construction & Demolition Waste (C&DW) is the biggest waste stream in the EU. It is not regulated properly at EU level, the 70% recovery target is often met with by "backfilling". There is a need for improvement and the Circular Economy Act could be the place to arrange this. What is needed foremost is a recycling target for inert C&DW.
