BLOOM is a European NGO founded in 2005 by Claire Nouvian and based in Paris and Brussels. Its mission is to protect the ocean and its inhabitants by working for the common good and to preserve biodiversity. We consider that the future DNSH guidance under the 2028 to 2034 MFF must function as a real filter against harmful spending, not as a procedural formality.
1. Proposal to add to the list of exceptions list of DNSH application: 1.1. Civil protection is, by its nature and objectives, analogous to defence and security activities during emergencies, having the core mission of protecting and equipping the people; failure to explicitly mention it may lead to the provisions being applied incorrectly.
The Ministry of Finance of Finland welcomes the long-expected draft and the opportunity to comment on it. Interest in Finland towards the draft has been high and we have encouraged Finnish stakeholders to provide their own comments. Innovations and new types of business can be encouraged by providing high quality open data, free of charge, via APIs.
We welcome with enthusiasm and hope the project to open up high-value data and publish it free of charge in a format that allows it to be reused. We fully support the recommendations made by Access Info (see PJ) and complement them by addressing the specificities of the fisheries sector.
